On this project, the twelve-inch watermain is <br />considered a trunk i.mprovement. It is the policy of the City to charge the costs of an eight-inch <br />watermain as a latergl benefit to, the project and the difference in cost between the eight-inch and <br />twelve-inch upsizing to the City s trunk fund. <br /> <br />In addition to conslruction costs, Table 1 contains overhead costs in the amount of 30% of <br />construction costs. !Overhead costs include, but are not limited to engineering, construction <br />staking, inspection, fiscal? legal, administrative and contingency costs. See <br />discussion above antl Appendix B. <br /> <br />Historically, in the City of Ramsey, total project costs have been divided equally among the total <br />number of benefitted lots. However, in this case, the total number of future lots is somewhat <br />uncertain. Althoug§ a future subdivision plan for the Haubrich Addition was prepared at the time <br />of platting, no development constraints were placed on the location of individual homes. All but <br />one of the five existing houses have been constructed over a proposed future lot line. In addition, <br />individual property [owners may desire retaining larger than minimum lot width for their existing <br />dwelling or may ch6~ose not to subdivide their lot at all. For this reason, it is proposed that the total <br />project costs be divi~led on a per front footage basis. A summary of each parcels cost are presented <br />in Table 2. In addition to the total project cost, each unit must contribute a uniform amount of <br />$1,539 into the seOer and water trunk funds which finance the oversizing of lateral sewer and <br />water lines. It should be noted that additional trunk assessments will be collected for each lot <br />created by any futu~ subdivisions. <br /> <br /> <br />
