I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />pROJECT PROCEDURE AND SCHEDULE <br /> <br />This project will b~ undertaken and financed through the process which allows municipalities to <br />special assess properties for public improvements. This process is governed by Minnesota State <br />Statute 429. In addition, Ramsey City Charter provides that no project which is to be special <br />assessed be ordered until a period of 60 days has elapsed following the close of the public hearing. <br />The City Charter al_~o provides that if a majority of the benefitted property owners, in this case four <br />properties, petitionI against the project, the Council cannot order the project. If no such petition <br />against the project Us received, the City Council may at its discretion order the project, which could <br />be anticipated to pr~ecd on the schedule as outlined below: <br /> <br />Hold public hearing <br />Initiate project l~y ordering plans and specifications <br />Approve plans gnd specifications and set bid date <br />Award project ~y change order <br />Begin construction <br />Complete const~-uction <br />Hold assessmeOt hearing <br />First payment di~e with real estate taxes <br /> <br />July 25, 1995 <br />September 26, 1995 <br />October 10, 1995 <br />October 10, 1995 <br />October 11, 1995 <br />November 15, 1995' <br />January 1996' <br />May 1997 <br /> <br />*Weather permitting. Final turf restoration, curb and gutter and bituminous paving may be delayed <br />for spring complet!on in May 1996. The assessment hearing will be held as soon as actual final <br />project costs are kflown.
