meadow. Both DNR restrictions and restrictions in the
dedication of the park by the original developer make eventual
pubilic usage of this park very limited. Usage as a public golf
course would allow the land to be used by the public, in a manner
coriSistent with its current topography, and in a manner designed
to iContinue to preserve the rather passive nature of the Rum
Rifler corridor.

;i B. Acceptance and Reconveyance of Golf Course Lands.

~i The construction and operation of a regulation golf course

by ~a private entity is extremely financially burdensome, and
without some type of governmental aid or subsidy, it would be
difficult for such a project to succeed. Somehow, the initial
operating or construction costs must be written down. As stated
earlier, however, no request is being made of the municipality in

thiB case for any type of aid, bonding, or the like.

However, there is a method by which the municipality can

assist, without expending any funds. Anderson,

paUila Anderson, and Berglund & Dom, are prepared to donate that
portion of the land necessary for goft course fiarways, directly
to ithe City of Ramsey, in fee, for public golf course usage. It
woUld be hoped by the developers that the City of Ramsey would in

tuun.then, pursuant to Minnesota Statutes Chapter 465.026, convey

t ~
hose lands for $1.00 to Wesley Bulen, pursuant to his commit-

merit, to be guaranteed through performance bonds, to construct

maintain an lie-hold golf course over the ].and control, led and

7

I
!
I
I
I
I
I
I
I
I
I
i
I
I
I
I
I
I
I
