I I CITY OF RAMSEY DEVELOPMENT PERMIT BLUE VELVET CAR WASH On July 25, 1995, Site Plan approval was granted by the City of Ramsey ("City") to Blue Velvet, Inc., ("Permittee"), a Minnesota corporation, to construct a 3,432 square foot addition ("Structure") to the existing car wash on the property which is generally known as 14101 St. Francis Blvd. N.W.'-and which is legally described as follows: Lot 3, Block 1, RIVER'S BEND PLAZA, Anoka County, Minnesota. the ("Site"). This approval is issued pursuant to {}9.03.06 of the City Code. The conditions of this approval are as follows: STRUCTURE. All building plans must be prepared and certified by a registered engineer or architect. STATE BUILDING CODE COMPLIANCE. The structure shall be constructed in accordance With the requirements of the State Building Code. SITE PLAN COMPLIANCE. The structure shall be sited and constructed on the Site as shown o.n the Site t:tan prepared by Grace-Lee, revision dated June 8, 1995, Revision SITE PREPARATION. All site grading and drainage shall be subject to approval by the City Engineer. REQUIRED IMPROVEMENTS. The Permittee shall construct and install the following site improvements on the Site in accordance with the specifications and location as shown ori the Site Plan. The Required Improvements are as follows: de Site grading subject to the approval of the City Engineer. Installation of bituminous driveways, parking lots and rmneuvering areas. Installation of B~612 continuous concrete curbing around the perimeter of all bituminous surfaces. Establishment of turf in areas disturbed during construction. Landscaping to consist of the replacement and addition of trees along the east property line. ("Required Improvements) FIRE LANES. Fire lanes shall be maintained on the Site. The exact location of these items on the:Site shall be as directed by the City's Fire Chief. LIGHTING. Any lighting installed on the site is subject to prior approval by the City Engineer and shall deflect away from St. Francis Blvd. N.W. and Xkimo St. N.W. BUILDING FACADE. The Permittee agrees to construct the Structure of rock face concrete block. REQUIREMENTS FOR BUILDING PERMIT AND CERTIFICATE OF OCCUPANCY. No building permit for the Site will be issued until the permittee has: a) signed and r~turned this Development Permit; b) provided the required financial guarantee in accordance with Paragraph 11 of this Permit. No Certificate of Occupancy for the structure will be issued until: a) the Required Improvements are accepted by the City and;
