I I Proposed Ordinance To Amend City Code Regulations For Work Hours By: Zoning Administrator Sylvia Frolik I Background: City Code resfficts construction work hours from 6:00 a.m. to 10:00 p.m., Monday through Saturd~ty. The City received a complaint that on one or two occassions, the subcontractors working on the Ramsey School expansion project started work before 6:00 a.m. Adolfsoo and Peterson, the general contractor on the project, has notified all subcontractors/hat the Police Department has been authorized to issue citations for any further violatiotts of the 6:00 a.m. start time. Notification: Mr. Ed Juskiewicz, the complainant in this case, and various contractors and builders that work in the City of Ramsey have been notified of this case and possible amendments to City Code. Observations: I I I 1 Mr. Ed Juskiewicz, in the process of lodging a complaint, offered to survey construction work hours in other communities. The cities of Andover, Bethel, Blaine, Brooklyn Park, Champlin, NeW Hope, Osseo and Plymouth restrict start times to 7:00 a.m. As with Ramsey, the qait time is established at 10:00 p.m. with the exception of Champlin and Bethel, whose quite times are 9:00 p.m. and 9:30 p.m. respectively. Recommendation: From the survey results, it is apparent that most communities restrict construction hour start times to 7:00 a.m. City Staff recommends amending City Code to change the work hours start time from 15:00 a.m. to 7:00 a.m. A copy of the proposed ordinance is enclosed.
