I I I I I I I I I I I I I I I I I I SCItEDULE STAFF/COUNCIL By: CASE # 3 WORK SESSION(S) ON THE 1996 GENERAL FUND OPERATING BUDGET Jessie Hart, Finance Officer Background: Each year the Council ~adopts a budget calendar that outlines the processes, work sessions and meetings involving the preparation of the r~ext years operating budgets. In the past, budget requests were accumulated and reviewed by Staff, the City Administrator and me. During those reviews, there were recommendations and suggestions for revisions to the document that were generally incorporated prior to submission to the Finance Committee for review. We are going to approach this a little differently this year, in that the initial review process between Staff, the City Admini§trator and I will not take place. We will schedule the normal work sessions between Staff and the Finance ComMittee and MI1 review the requested budgets in an unedited fashion. The week of August 7-11, 1995 had been originally adopted in the budget calendar for these work sessions. It is anticipated that we will need the equivalent of 6 to 8 hours to complete a detailed review of the requests and discuss recommended[revisions. This can be done in one full day or two evenings. It is necessary that this is done during this time f!rame so that recommendations can be incorporated and a recommended level for property taxes be established sOthat the preliminary levy for 1996 taxes can be approved on either August 22, 1995 or September 12, 1995, md certified to the County by September 15, 1995. As an aside, most revenues certified by thc State, that arc necessary in determining adequate property tax levels, will not be available until early to mid-August and certain values used in calculating tax capacity are not available from the County until &trly September or later.
