Schroeder, City Administrator

Background:

On July 17, 1995,'I met with Levai Babaya, Bureau of Mediation Services, Luanne
Koskinen, Minnesota AFSCME Council 14, and Dan Bray, AFSCME Union Steward.
The intent of the meeting was to explore developing a formal Labor/Management
Committee ProCess. The intent of such a process is to improve communication and
working relationships between labor and management.

The process ofi determining if such an animal will work 'in Ramsey involves three
exploratory sessions. Upon completion of these sessions, we either part ways (so to
speak) or jointly agree to a long-term consensus building approach toward operating the
organization. The second meeting is scheduled for Tuesday, August 15, 1995, at 2:15
p.m. At this meeting, we intend to further explore the benefits and problems of the
process.

If this process ia to work, it must have the fuI1 support of the Union. This being the case,
we are hoping th~at a fairly large contingent of the Council can make the second meeting.

I can discuss the intent of a Labor/Management Committee in "somewhat" greater detail at
the meeting. A~fter the first meeting, however, the potential advantages of this process
seemed endless ,and quite exciting.

Council Action:

No action, is r~Uired, at this time other than to set aside August 15, 1995, to explore this
further, ~f at ail possible.

Reviewed by:

City Administrator

CC: 07/25/95
/jmt

Copies also distributed to:

Levai Babaya
Luanne Koskinen
Dan Bray

#/
