Absent: Commissioners LaDue <br />and Thorud. <br /> <br />I <br />I <br />i <br /> <br />Case #6: Rec~uest for Site Plan Review for an Expansion to Blue Velvet Car <br /> Wash; Case of Blue Velvet, Inc. <br /> <br />Commissioner Deemer noted for the record that although he originally constructed the existing <br />building on the site; he no longer has any financial involvement with the present owners. <br /> <br />Zoning Administrator Frolik reported that Matt Hinrichs and Brian Schmidtbauer of Blue Velvet, <br />Inc. have acquired ~he former Tender Touch Car Wash at 14101 St. Francis Boulevard N.W. and <br />are proposing to e~pand it into a full service facility to be renamed Blue Velvet. The expansion <br />includes a 3,570 square foot addition to the existing building along with the addition of some <br />paved maneuvering area on the north side of the existing building, The addition will be <br />constructed of rock- face concrete block. Lot coverage will be within the 35% restriction and all <br />setbacks will be mdt except that the 35-foot rear yard setback is deficient by 1 foot. Orderly traffic <br />flow and adequate turning radius into the facility entrance at the east end of the site necessitates <br />relocating the existing curb line I2 feet to the east, right on the property line; the required <br />landscaped area along all streets will have to be provided for within the Xkimo Street right-of-way. <br />It is also suggested !that the number of trees on the east side of the site be increased to intensify the <br />effectiveness of the screening between the site and the City-owned parkland on the east side of <br />Xkimo. The site p!an does not indicate the number of employees on the maximum working shift <br />and therefore Staff cannot make a determination that the 8 existing spaces are sufficient for <br />employees, supplielrs, and customers. The addition of pavement is proposed along the north side <br />of the building, and this, along with the required B-612 concrete curbing, should be reflected on <br />the site plan. The site plan should also be modified to include exterior lighting and screened waste <br />storage. The City l~ngineer has determined that as a result of the expansion, nearly all the site will <br />be impervious and there is no practical way to detain run-off from the site, therefore, it is <br />recommended that ~the amount of paved area be minimized to reduce mn-off. Staff recommends <br />site plan approval cOntingent upon compliance with these items and City Staff Review Letter dated <br />June 29, 1995. <br /> <br />Matt Hinrichs advised that the building length was reduced by I foot with square footage now at <br />3,440, and it now~meets the 35-foot setback requirement. For traffic maneuverability, it is <br />necessary to extend the pavement to the east property line. After relocating the east curbline to the <br />property line, he estimates that there will still be a 12 foot landscape area next to the pavement of <br />Xkimo Street. In Order to accomplish extending the east curbline, three trees will need to be <br />relocated. <br /> <br />Commissioner Deemer inquired whether fill will need to be brought in. <br /> <br />Planning Commission/July 5, 1995 <br /> Page 11 of 13 <br /> <br /> <br />
