Mr. Schroeder did <br />not feel that ~as the case. Staff made a recommendation to Council, Council gave <br />direction, staf~ followed Council direction and the developer made a decision on his own <br />regarding the ~sue. With regard to Windemere Woods, Mr. Schroeder reported that the <br />City is currently retaining $1,800 in escrow from Mr. A1 Koenig because of a lack of a <br />driveway on tlie existing farmstead. He summarized the events on this issue thus far and <br />inquired if CoUncil has a problem with how it's been handled to date, if they have direction <br />at this point orca request for additional information and what, if any, research or action they <br />wish regarding escrow interest. <br /> <br />Councilmeml~:r Beyer questioned why this issue was on the Personnel Committee and felt <br />that it should be in front of Council. <br /> <br />Mr. Schroederl stated that it is on the Personnel Committee agenda because it is a difficult <br />issue. He add~ that Mr. Koenig, who is present, was informed that this case would be on <br />this agenda and was also forwarded the case information. <br /> <br />Councilmember Beyer stated this issue should be put on the Council agenda as it is <br />inappropriate io discuss it at the Personnel Committee level. It is not a personnel issue. <br />She added thatlit could be discussed at the Finance Committee level. <br /> <br />Staff agreed tO place this issue on the May 23, 1995 Finance Committee agenda. Mr. <br />Koenig was in iagreement with that direction. <br /> <br />Mr. Schroede~ touched on snow plowing and informed the Committee that staff will get <br />route assignment maps provided to Council so if Council receives phone calls regarding the <br />plowing, etc. they can contact the route driver directly with any questions. <br /> <br />Mr. Schroederistated the next issue is the Comprehensive Plan. This is intended to give the <br />Committee the background of the issue as he sees it. <br /> <br />Councilmem~r Beyer suggested that this discussion be held at the special meeting <br />scheduled for Wednesday or Monday. <br /> <br />Councilmember Beahen commended Mr. Schroeder for the job he did on this case. <br />ADJOURNMENT <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to adjoum the meeting. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer.
