I I I I I I I I I I I Case #2: Transportation Impact Fees City Engineer Jankowski reminded the Committee that a discussion was held at their last meeting regard~g transportation impact fees. Consensus of the Committee was to pursue development ofisuch a modification to the City of Ramsey's current funding mechanism. Council concurr~.' and directed Staff to prepare the necessary documents for modifying our ordinances to adopt such a transportation impact fee policy. Staff solicited material from other cities rega/rding such a fee. Cities such as Savage add a charge onto their building permits. Councilmember!Zimmerman stated he would support the idea of some of the charges being on the building Permit but felt that the developer should should pay all the charge. City Administrator Schroeder pointed out the policy on page 211 of the agenda and inquired if what!Councilmember Zimmerman is saying is that he is in favor of such policy but with some of the charge going to the building permit. CouncilmemberiZimmerman responded in the affirmative. Mr. Schroeder inquired then if Councilmember Zimmerman also agrees with the amount shown in the policy to which Councilmember Zimmerman replied, yes, it is not outrageous. Mr. Jankowski Stated that he did not recommend the amount being added to the building permit. Mr. Schroeder irepeated that Councilmember Zimmerman has said that the $500 per residential unit', looks fine but some of that charge should be on the building permit - predominant arriount is on the developer. He then suggested that maybe numbers shouldn't be put in the poBcy but in the rates and charges instead. Mr. Jankowski agreed. Councilmember Zimmerman commented that attorneys have stressed the importance of justifying fees. ' Motion by Cot~ncilmember Beahen and seconded by Councilmember Zimmerman to recommend Coancil adopt the proposed policy contingent upon redrafting language so that the dollar amou~ats are left out and placed in the rates and charges list instead and to direct the City Attornay to review City ordinances and prepare necessary ordinance change. Motion carried; Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: None. Case #3: Charge for Topographic Mapping City Engineer Yankowski stated that this case is basically for informational purposes. He summarized tha~t in 1994, the City of Ramsey had two-foot interval topographic mapping prepared for the southeastern quadrant of the City which is the area most rapidly developing. Topographic mapping has been extremely useful to staff and developers. A charge of $15 per acre for mapping has been established and should result in a revenue of $21,823, whie,'h will offset the mapping cost of $30,000.
