The Joint and Coop0rative Agreement's Article X. FINANCIAL MATTERS, Section 4. reads as follows: "A proposed ~udget for the ensuing calendar year shall be formulated by the Commission and submitted to the members on or before December I, 1982, and thereafter on or before August 1. Such budget s~hall be deemed approved by a member unless, prior to December 31, 1982, and thereafter prio~r to October 15 preceding the effective date of the proposed budget, the member gives notice iO writing to the Commission that it is withdrawing from the Commission. Final action adoptihg budget for the ensuing calendar year shall be taken by the Commission bn or before Decetr&,~ er 31, 1982 and thereafter on or before November I of each year." Please place this ma.tter on the next available city council agenda for review. In addition, please f'md enclosed a copy of a resolution establishing an operating policy for government access channel 16. ,The Commission is recommending to each member city that councils adopt their draft version. However, .aach council may want to review the resolution with their city attorney and make any additions or deletions deemed appropriate for the community.
