I
I
I

City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

June 1, 1995

Bob Schwalbos~
Morton Buildings
3508 1st Avenue S.E.
St. Cloud, Mn 56304

Re:

Site Plan Review;iMa.intenance Building
Rum River Hills Golf Course

Dear Mr. Schwalboski:

We are in receipt of a Site Plan consisting of (1) sheet dated May 16, 1995, prepared by Taylor Land
Surveyors, Inc. The plah proposes to construct a 3,780 square foot maintenance building on the Rum
River Hills Golf Course. We offer the following comments:

Zonin g: The site is zoned Planned Unit Development for which the golf course use and related activities
are approved.

Lot Coverage: Lot coverage is restricted to 35% and in lieu of the acreage on which the golf course is
platted, exclusive of homes, there is no concern that the club house and new maintenance building will
even get close to the 35%Coverage restriction.

Utilities: The maintenance building will be served by an on-site septic system and well. utilities.

Setbacks; The structure setback from Hwy. #47 is 110 feet from the centerline or 50 feet from the
property line, whichever~s greater. The structure is proposed to be located 140 feet from the Hwy. #47
centerline and 80 feet from the west property line. The structure setback from the south property line is 35
feet; the structure is proposed to be located 50 feet from the south property line.

Screening: Sections 9.11.09 and 9.11.20 of City Code require a 20 foot landscaped area along all streets
and a 40 foot wide lands~ped area with screening between commercial and residential uses. Screening is
required to be 5 feet tall ~d may consist of any combination of berms, fencing and plantings; all plantings
must be at least 20 feet away from the road right-of-way line. The site plan proposes a 40 foot landscaped
area adjacent to Hwy. #47 and a 50-55 foot wide landscaped separation from the residential property to the
sohth. A 4 foot berm is proposed to screen the commercial use from Hwy. #47 and the residential district
to the south. The 4 foot ~berm does not meet the 5 foot minimum screening height requirement and in
conversations with Mr. J~ff Toilette, golf course manager, it has been determined that the site plan will be
modified to establish 2 foot spruce trees every ten feet on top of the berm. Mr. Toilette stated that it is also
his intention to extend the berm and plantings an additional 30 feet to the east from that .which is shown on
the site plan. Staff must be provided with a modified version of the site plan.

Additionally, there is currently some outside storage of golf course landscape materials occurring within
the 40 foot separation ar~a from the residential property to the south. Other accommodations must be
made for this outside storhge so that it is not within 40 feet of residential property and it is screened from
view from any public rigl~t of way.

A__rchitectural Ctandards: City Code restricts building height to 35 feet and exterior wall finishes must be of
material that is 50% other than metal on the exposed walls. It appears from the building elevations
provided that the structu¢e will be less than 35 feet high. The exterior facing finish proposed is vinyl
siding; this is in compliance with City Code and compatible to the clubhouse exterior.
