I
I
I
I
I
I
I
!
I

~LAW ENFORCEMENT TRANSPORT PROGRAM
By: Mike Auspos, Police Chief

CASE

Background:

Attached is a Joint Powers Agreement received from the Sheriff's office, specifically Pete
Beberg, Chief Deputy. I have been award of the effort to create a transport system but
have not attend~ed any meetings at which it was discussed. This is, apparently, the results
of those meetings.

The City of Rmsey is being asked to enter into this agreement and share the transport
duties on a monthly basis (see schedule). The plan is to try this out for awhile and then try
to get Anoka COunty, as a member of the JLEC to allow it be to budgeted for completely,
including the s(,aff. For this trial period, each community will supply the officers for the
duty.

Initially, I, with Sergeant Gustafson's concurrence, opted to bow out of the deal since it
would be expehsive for us to man this vehicle for our scheduled weekends suing our
sworn personn41 since we have no reserve unit. Mr. Beberg would still like us to sign the
agreement since we are listed, probably for the sake of unanimity when the County Board
is asked for the!r approval of a future budget request for this through the JLEC. I believe
we can supply a~ man one or two of the nights and Mr. Beberg has indicated that he would
supply a reserve person to accompany. This is about as much as I want to spend at this
time since we v~ill have little use of the transport vehicle being so close to the jail as we are
and having so li~fle need. There may be a future time when we would benefit from this.

This program ~ay require some overtime, as much as 16 hours, but I will try to do it with
on-duty personflel if at all possible.

Council ActiOn:

Motion to authorize the City Administrator and Police Chief to sign the Law Enforcement
Transport Program Joint Powers Agreement.

Reviewed by~

Police Chief
Police Sergeant ~
City Administrator

CC: 08/08/95
/jmt

Copies also distributed to:
Finance Officer
