I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Background: <br /> <br />CASE <br /> <br /> COVENANTS FOR INDUSTRIAL PARK <br />By: Ryan Schroeder, City Administrator <br />and i James Gromberg, Economic Development Coordinator <br /> <br />The City has completed the acquisition of the industrial property located between Sunfish Lake <br />Boulevard (east) tci the boundary of the City of Anoka. With the recording of the Business Park <br />95 addition, the Ciiy may want to consider the adoption of covenants to ensure that the buildings <br />constructed are suitable for the park. Attached for review are the proposed covenants for this area. <br />These are similar :,to the covenants covering the City of Anoka's Industrial Park which abuts <br />Ramsey's Park to t~e east. The covenants have been mended to conform with the Ramsey City <br />Code. When theinext phase of the Business Park is completed, the area encompassed by <br />covenants will ino~lude the Spohn Property. The long-term plan would be to expand the area <br />encompassed by th~ covenants to include any of the property owners in the industrial area. Anoka <br />Electric CooperatiVe has requested a copy of the covenants for inclusion with the recording of their <br />Energy Park. <br /> <br />The covenants have been adjusted from the City of Anoka's requirements to allow for an <br />Architectural Review Board, comprised of the Economic Development Commission and two <br />property owners fr~m the Industrial Park. This will allow for a better tracking of the Board and its <br />decisions. Generally, the greatest difficulty for a subdivision with enforcement of covenants is that <br />after the developm{ent has been built out, the future enforcement is generally nonexistent. This is <br />due in large part toithe developer being the mail member of the Board and no roles existing for the <br />election and futur~ Board development. This problem is solved by having a currently existing <br />Commission function as the Board. In addition, the enactment of the covenants will allow the City <br />control over remodbling and other changes that may not be covered by the site plan review process. <br /> <br />Recommendation: . <br /> <br />Staff recommends ~nacting and having recorded the proposed covenants for the Ramsey industrial <br />area currently comprised by the Ramsey Business Park 95. <br /> <br />Council Action: <br /> <br />Motion to authoriz~ the enacting and recording of the covenants for Ramsey Business Park 95. <br /> <br />Reviewed by: <br /> <br />City Adminis~-ator, <br />Economic Development Coordinator <br />City Engineer . <br />Zoning Administraior <br /> <br />CC:8/8/95 <br /> <br /> <br />
