He then complained to <br />the City and Was informed by City Staff that the golf course was in compliance with City <br />Code. He cor~tinued that now there's supposed to be a forty-foot buffer zone. He felt it <br />appeared to b~a deliberate attempt to keep him from removing his trees and if that was their <br />intent, they Shbuld have informed the people in the area. Mr. Schmidt stated it appears the <br />golf course dOes not want to work with the home owners in the area. Mr. Schmidt noted <br />that the Commission has a copy of a letter from Dick Toilette. Mr. Toilette mentions what a <br />good location ~his might be (southeast and southwest comer of the golf course). He bases <br />this judgement on experience. Mr. Schmidt reported that he contacted the National Golf <br />Foundation w~hich is a non-profit organization that gives unbiased views in terms of <br />developing an~l operating golf courses. One of the executive summaries is on planning a <br />golf maintenance building. One of the items they touch on is that you should centrally <br />locate the mai~.tenance area on the golf course. Another summary dealt with guidelines for <br />planning a golf course and it mentions the need for extensive planning in the area of <br />maintenance. [ Mr. Schmidt disseminated pictures of local golf courses, as well as the <br />information he received from the National Golf Foundation and letters from three <br />Realtors® pr .6claiming the lower property value. He called attention to a letter from the <br />golf course thgt stated they would work with the people. He asked the Commission to not <br />let the Rum River Hills Golf Course take these words back. <br /> <br />Gary Cook, 5~830 - 164th Lane N.W., Ramsey, stated he lives across from Gerry Schmidt <br />and stated tha~. when he looks out his picture window, he directly views that area where the <br />maintenance fi. uilding is being proposed. He reported there is maintenance noise now and <br />expressed cor~cem that there will be more noise and more activity if the maintenance <br />building is pla~ced there. He stated he is opposed to that location for the building, he does <br />not want that tb be his view from his picture window and that he is in agreement with what <br />Mr. Schmidt stated. <br /> ) <br />Mark Sill, 5751 - 164th Lane N.W., Ramsey, stated he lives a couple houses down from <br />Mr. Schmidt. iHe described the pond he has in his yard that separates the golf course from <br />his home. Helcommented that he is not exactly sure if this building will be a detriment to <br />his property or not. He stated he is an avid golfer (golfs once a week) and that is one of the <br />reasons he moved to his house is because it is on the golf course and he has the course <br />view from hisldeck. He realized the golf course needs something for maintenance but he <br />wasn't sure it/nade sense to put in in this location. He stated there is a loser and a winner <br />here but it appears there has been no communication between the golf course and the <br />neighborhood~. Something needs to be worked out. Mr. Schmidt has done a lot of <br />research of o~er golf courses and you do not see the maintenance buildings in the course <br />area. He suggested the Commission ask themselves if they would want this in their back <br />yard. He corr0nented on not knowing what a PUD is and inquired if it meant that future <br />plans are to bflild on it. It appears in the original agreement that it was intended to be an <br />open area. H~inquired what benefit the City would derive to say yes to this requeSt. <br /> <br />Ms. Frolik explained that a PUD is a zoning the City can place on land that allows for a <br />mixture of us~s in combination with open space. This area is zoned for single, multi- <br />family, golf c0.urse and commercial activities. <br /> <br />Mr. Sill felt that something could be worked out to benefit both parties. <br /> <br />Fred Hillyer, 5741- 164th Lane N.W., Ramsey, stated that he is new to the neighborhood <br />and is hearing both sides being represented this evening. He felt that ali homeowners <br />should have 13een contacted about this plan and maybe this problem could have been <br />resolved befor~e it reached this point.
