as follows: On U.S. Highway #10 - existing zoning setbacks control since right-of-way <br />widths are so large. On Trunk Highway g47 - setback requirements shall be specified as a <br />part of the impending corridors study, On County Roads #116 and #56 - adopt the County <br />policy of 50 feet from the center line of the right-of-way plus the City's standard setback <br />and on all other County roads - adopt a policy of an additional setback constraint of 83 feet <br />from the center line. He noted that, for purposes of the County policy, the following <br />roadways in Ramsey fall into the following classifications: U.S. Highway #10 - principal <br />arterial; Trunk Highway #47 - minor arterial A; County Road #1 t6 and County Road #56 - <br />minor arterial B; and all other County Roads are collectors. The County's definition of a <br />collector is a roadway somewhat less busy than an arterial. <br /> <br />Commissioner Deemer stated this is not what we talked about when we had our <br />subcommittee meeting. The County has no arterial A and B. <br /> <br />Mr. Jankowsld stated that Highway #47 is designated as an arterial collector. <br /> <br />Commissioner Deemer stated that #116 and #56 are collectors. He said to take out the <br />reference to them as minor arterial B. <br /> <br />Mr. Jankowski reiterated that this was our recommendation. He added that back in the fail <br />of 1993, Commissioner Deemer suggested to go 83 feet from the center line. <br /> <br />Commissioner Deemer stated we are replacing 83 feet where it says 100 feet. We passed <br />that as a motion. <br /> <br />Mr. Jankowski stated that we waited on that to see what the County's decision would be. <br />Your original proposal was to have it go 83 feet from the center line. If we had 120' right- <br />of-way, we would require the setback to be 40' from the right-of-way line. We would not <br />allow them to be 83' from the center tine. <br /> <br />I <br />I <br />I <br />I <br /> <br />Commissioner Hendriksen stated that the objection he would have to this is that the County <br />did not intentionally build their road in the center of the right-of-way. If we say from right- <br />of-way or center tine, whichever is greater, we are making an imposition on the property <br />owner - condemning a portion which they are not being compensated for; that's unfair. He <br />expressed his opposition to any language which says whichever is greater. <br /> <br />Commissioner Deemer agreed. <br /> <br />Mr. Jankowski said if your standard setback is 40 feet... <br /> <br />Commissioner Deemer stated there is no "if". You are an employee of this City - you are <br />supposed to be representing us - fighting for what we want. We are trying to change an <br />ordinance and you are fighting it.
