INTRODUCTION <br /> <br />T~e City will be entering into an agreement with James D. and Pamela S. Deal for the <br />deigelopment of an Industrial Park located between the Burlington Northern Railroad and <br />Trunk Highway gl0, approximately one-quarter mile west of County Road #57. The <br />oWners have requested the sewer and water be extended to service the industrial park. This <br />rePOrt is intended to examine the feasibility of this sewer and water extension and determine <br />the estimated costs and assessments for these utilities. <br /> <br />DESCRIPTION OF EXISTING CONDITIONS <br /> <br />The parcel proposed for the improvement is located approximately one-quarter mile west of <br />the intersection of Highway #10 with County Road #57. Sanitary sewer will be available <br />immediately north of the railroad tracks which border the north property line of the property <br />as a result of a City project to extend sewer and water to the Anoka Electric Cooperative <br />facility. Watermain is available at the intersection of Highway gl0 and County Road #57. <br /> <br />DESCRIPTION OF IMPROVEMENTS <br /> <br />It is proposed that sanitary sewer be extended to the property by jacking a ten-inch sanitary <br />seWer beneath the ri'acks of the Burlington Northern Railroad. Once the sanitary sewer is <br />br°ught to the property, it will be extended eastward and westward along an easement <br />running along the northern property line to the eastern and western boundaries of the <br />pr°perty. The depth of the sewer will be held deep enough such that gravity sewer service <br />can be extended to serve the properties between County Road #56 and County Road #57 <br />from this sewer. An eight-inch watermain will be extended from the existing watermain <br />located on the northwest corner of County Road #57 and Highway gl0. This watermain <br />w!ll be installed with the right-of-way of Highway gl0 and will be extended past the Oak <br />Terrace Estates Trailer Park and the Ed Hamilton residence to the subject property. <br />Watermain will be extended through the length of the subject property within the drainage <br />and utility easement along the northern right-of-way of Highway #10. Turf and drive <br />entrances along Highway #10 will be restored. Turf in the areas east at the subject property <br />will be restored with a minimum of four inches of topsoil, fertilizer and seed. The subject <br />property will be restored with four inches of topsoil, seed and mulch. Drive entrances will <br />be. restored in-kind. <br /> <br />ESTIMATED PRO,IECT COST <br /> <br />The estimated construction and project costs are summarized in Table 1. Detailed estimates <br />are included in Appendix B. It is proposed that the jacking of the sanitary sewer beneath <br />the railroad tracks and the extension of the watermain from County Road #57 to the eastern <br />property line of the subject property will be considered trunk charges to be financed from <br />the sewer and water trunk funds. Table 1 also indicates overhead costs at 30% of the <br />construction costs as an allowance for engineering, legal, and other indirect costs. The <br />allowance is comprised of the following components with the final cost of these items <br />d~termined by actual costs: <br /> <br />Engineering 10% <br />Staking and Inspection 7% <br />Fiscal and Legal 3% <br />Administration 5% <br />Contingencies 5% <br />Total 30% <br /> <br /> <br />
