I <br /> <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />On July 19, a revised site plan was submitted to the City that moved the proposed building 23 feet <br />further north and 30 feet further west from the Schmidt residence, altered the screening from the <br />west and south sides of the building to the east and south sides, and replaced the 4 foot south and <br />west berms planted with 2 foot trees with a double row of 6 and 10 foot trees planted along the <br />south and east sides of the building. This new plan did eliminate the tree-capped berm along Hwy. <br />#47 intended to sc~en the maintenance building activity and outside fuel storage tanks from the <br />public right of way~ It also only left a 10 foot wide landscape area adjacent to Hwy. #47 where a <br />20 foot wide area is required by Code. <br /> <br />At the July 25, 1995 Council meeting, the revised site plan was submitted to City Council. Staff <br />also reported that in a telephone conversation with Mr. Schmidt on July 17, it was understood that <br />the only unresolved issue was the roof material. The golf course was proposing a metal roof and <br />Mr. Schmidt felt an asphalt shingle roof would be more appropriate. Mr. Schmidt then informed <br />Council that there Bas a miscommunication with Staff and in addition to continuing to oppose the <br />proposed location! of the building, there were many unresolved issues, including hours of <br />operation. Councii tabled action on the case to allow time for the members to tour the potential <br />sites for the maintenance building. <br /> <br />On August 1, 199 , Councilmembers Beyer, Zimmerman and Beahen toured the various golf <br />course sites and should be promding a verbal report at the Council meenng on August 8. <br /> <br />Recommendation: <br /> <br />The Planning cornr~, ission recommends approval of the amendment to the development plan and a <br />site plan acceptable*to Mr. Schmidt, the applicant and City Code. <br /> <br />City Staff recommends approval of the amendment to the development plan. City Staff <br />recommends approyal of the site plan with the following modifications: a) reposition the building <br />10 feet east to meat the requirement for a 20 foot landscape area adjacent to the Hwy. #47; b) <br />reinstate the treed berm along Hwy. #47 to screen the structure and above ground fuel storage <br />tanks from the public right of way; and c) constructing the building with an asphalt shingle roof. <br /> <br />Motion to: <br />Adopt Resolution g95-08-__ adopting Findings of Fact # relating to an amendment to <br />the development plan for the Rum River Hills PUD Development Agreement. <br /> <br />-and- <br /> <br />Motion to: <br />Approve/deny the proposed amendment to the development plan for the Rum River Hills <br />Planned Urtit Development to include a golf course maintenance building based on <br />Findings of Fact #. <br /> <br />-and- <br /> <br />Motion to: <br />Approve/deny site plan approval to the Rum River Hills golf course maintenance building <br />contingent u~pon entering into a development agreement with the City and in accordance <br />with the recOmmendations of City Staff. <br /> <br />Review Checklist: <br /> <br />CC: <br /> <br />City Administrator <br />City Engineer <br /> <br />8/8/95 <br /> <br /> <br />
