Schroeder, City Administrator Backgroundl At the June 27g 1995 meeting, Council revisited the issue of Police Department space. At that time, it w~Is noted that we had received an estimate for a 9,750 square foot building of which half wa~ unfinished space. The cost of this building is projected at $450,000, plus site work. Atlthis time, we are uncertain of the site cost in that it will include a utility extension intoiCity property. The extent of the extension is not known. It was noted on June 27 that tl~e space needs study estimate for site work was $60,000. This number did not include a utility extension. On June 27, ~e Council authorized proceeding with new construction. Council was informed that the Police Department would be touring various similar facilities after which they would de4ide upon a conceptual drawing. That has been completed, with the building growing to 5,~,92 square feet on each of two floors (10,184 s.f. total). I am told they envisioned the!building just east of City Hall with a south facing entrance. In a discussion with Sergeant Gustafson, I suggested a north front door in order to utilize the 153rd drive entrance for p~blic access. Sergeant Gustafson did not have a problem with that and so Cory Tauer has reoriented the building. Attached is the Police Department concept as well as the' north faj:ing concept. Slight modifications in the design have occurred due to the amended orier~tation. The concept allows for six garage bays facing west toward the fire apparatus doo~. It is expected that a draft site plan will be available at the table. The draft budget document proposes an annual lease or mortgage payment of $61,112 (20 years, 8%, $60D,000). It is expected that the enlarged project will experience the following costs: ,Construction {Professional services !Site work {Furnishing/move !Contingency $490,000 10,000- 60,000 30,000 10,000 $600,000 Council should note that the utility extension is not included in these numbers. The Council cqn utilize architectural services for design and or construction management. It is expected t}~at this would increase the budget perhaps by $50,000. The Council cgn also bid this project as a design/build project. The City Attorney has concerns that We need to ensure that all bidders through this process would be assured equal opportunity to gain the award. Bidding off concept drawings may not provide comfort that th~tt has been assured. Council can also initiate a lease/purchase project. The attorney may have the same concerns.
