I I I I I I I I I I I I I I I I I I Presentation City Engineer Jankowski stated that the estimated cost of all improvements is $156,826 - the actual cost may be less because the water main would be financed from a previous project. There are no corner lots. There is a 35-foot trail easement and that footage has not been include4 in the total. The assessment is $68 per front foot, plus trunk assessment on each lot. The City has not received a petition representing 100 percent of the benefitted property own~ers, therefore, it must wait 60 days before Council can order the project. If no petition isI brought forward, Council has to decide if they want to order the project or not. Citizen Inpt~t Wayne OlsoO, 5830 - 151st Lane N.W., Ramsey, stated he has two issues; the first being that the initia! petition contains two different signatures. Mr. Ed Juskiewicz was counted as two property ~.owners - he owns two lots. He stated that the previous mayor had said that the land doeslnot vote - the people vote. The second issue is the feelings of the majority of the people in {the Haubrich Addition. We feel we have been pushed far enough. He stated he was told by an attorney that they were fools for not bringing a suit against the City for Fox Knoll.He. added "keep in mind the election on August 15". Steve Crotea~, 5939 - 151st Lane N.W., Ramsey, recapped his reason for moving here and then commented on the City taking the path of least resistance by running the watermain down 151 st. With regard to Fox Knoll, he stated that "all we are asking is for something consistent with what we have. The City has been very insensitive to residents that have be~n here for awhile". He talked about the people being ram rodded. Now we have a petition for City sewer and water. He mentioned being on a 100 x 150' City lot in Champlin an,Il felt that he is now being forced to be in that same situation again. He explained that he was very upset and unhappy with his experiences in Ramsey thus far. He stated he wo~d like clarification on what constitutes a majority on a petition. Is it lots or is it people. Hd added that he is not necessarily opposed to City sewer and water - it's more an issue of tithing. City Attorney Goodrich quoted Minnesota State Statute 429 and stated that he interprets it to mean the majority of benefitted properties. Natalie Juskiewicz, 5954 - 151st Lane N.W., Ramsey, reported that this has been very upsetting for ~all of us. It's going to come one of these days. It will be a hardship for us to pay in five yOars when I am 70 - they are younger - time waits for no one. Jim Greene, 5858 - 151st Lane N.W., Ramsey, stated he started the petition because he felt now is the time to do it - construction costs will not go down. The cost is $68 a foot - five years from nbw it could be double or triple that amount. He explained that his biggest reason for this petition is that they no longer live in the country so they might as well develop their ilots. He stated he does not want to be a hardship to his neighbors but he feels this should b° done. He added that his drinking water is absolutely terrible. Motion by C0uncilmember Beahen and seconded by Councilmember Peterson to close the public hearing. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson, Beyer and Zimmerman.
