Also, the number of trees on the east side of the site should be <br />increased to intensify the effectiveness of the screening between the site and the City- <br />owned land o~ the east side of Xkimo. She reported that the applicant has indicated that <br />any trees remq~ved in the relocation of the east curb line will be replaced but the modified <br />site plan does ~not indicate any additional trees to intensify the screening. The addition of <br />paved traffic lane is proposed along the north side of the building and the owners are <br />requesting thai the requirement for B-612 concrete curbing along the edge of this pavement <br />be waived to allow for the possibility of zero lot line paved parking between whatever <br />develops on the vacant lot to the north and the car wash, and for ease in plowing of this <br />blacktop area in the winter. The Planning Commission and City staff are recommending <br />that the curbing requirement not be waived. The pavement on the north side of the building <br />is a traffic lane to the wash entrance and curbing will direct and contain that traffic on site. <br />Snow storageI has to be provided for on-site or removed; it cannot be deposited on an <br />adjacent vacarlt, lot. She pointed out that the revised site plan has been modified to include <br />proposed lighting and an indoor waste storage area. The City Engineer has determined that <br />as a result of the expansion, nearly all of the site will be impervious and there is no practical <br />way to detainlrunoff from the site. It is recommended that the amount of paved area be <br />minimized to t;educe runoff. <br /> <br />Mayor Hardinlinquired ,'~bout the drainage. <br /> <br />City EngineeriJankowski replied that there's very little opportunity to do anything for run- <br />off. There is 0 storm sewer in that area and the entire area will be blacktopped. He added <br />that the liquor ~store owner had some concern about their entrance being blocked. <br /> <br />Mr. Schmidtbauer stated that they had talked to one of the gentlemen at the liquor store who <br />was very cordial and offered them parking space on his vacant lot. He has no problem <br />with not havi0g curbing and he also doesn't mind us putting snow on his property. He <br />added that they do not desire to curb because of maneuverability. <br /> <br />Mr. Jankowskj commented that it's appropriate we do have some area for landscaping. <br /> <br />Mr. Hinrichs Stated that they need the full 29 feet next to the building so they do not have <br />any cars gettiag too near each other or the curb. The whole area is almost all asphalt now. <br />We would be ~villing to put in more pine trees; however, it's on City property. He stated <br />that out of theiseven or eight pine trees there, two or three will have to be removed but he <br />thought that they could replant the smaller ones. He added that the curbing is not there now <br /> f . <br />and they woul~ hke to not have to put curbing there. He reported that they are planning to <br />be open for bt/siness in October. <br /> <br />Motion by COunciln~ember Peterson and seconded by Councilmember Zimmerman to <br />approve the 7]10/95 version of the site plan for an expansion to the Blue Velvet Car Wash <br />contingent upon increasing the tree screening along the east property line and including <br />curbing along ihe north pavement area. <br /> <br />Further discussion: Councilmember Beyer inquired of the applicants if this is agreeable to <br />which they rel~lied yes. <br /> <br />Motion carried.
