I

I
I
I
I

I
I
I
I
;!
!
I
I
I
I
I
I

Case #3: ,Disposition of Forfeit Property

Police Chief Auspos presented his reasons for needing a VCR and TV. He included the
information pe~rtaining to the pricing of these items.

Motion by Co¢ncilmember Zimmerman and seconded by Mayor Hardin to recommend that
Council auth6rize the purchase of a television and the VCR, Sony 740, plus the cart,
allocating thel funding of $650 from the Police Special Fund using the drug forfeiture
monies. ~

Motion carrie~1. voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and
Beyer. Voting No: None. Absent: CouncilmemberPeterson.

Case #4: I Update on New Police Facility

City Adminis~ator Schroeder presented the information available on the new Police facility
- the location, ~sketches/size and also the budget. He stated that Chief Auspos and Sergeant
Gustafson, alqng with others in the Police Department, are comfortable with the sketches
presented. The estimated budget is $600,000. The Council can utilize architectural
services for de~ign and or construction management. It is expected that this would increase
the budget pe~aps by $50,000. Council can also bid this project as a design/build project.
The City Attorney has concerns that we need to ensure that all bidders through this process
would be assuked equal opportunity to gain the award. Bidding off concept drawings may
not provide ,the comfort that that has been assured. Council can also initiate a
lease/purchasO project but the Attorney may have the same concerns in that case too. Mr.
Schroeder ad~sed that in the not to exceed price of $600,000, under the design/build, there
is more of a cl~ance for error;, however, there will be an architect and structural engineer on
the job. He ~tated he wanted Council to be aware of the fact that with a design/build,
mistakes will ~robably be made.

Councilmember Zimmerman expressed his confidence in staff and the design/build
process. :

Motion by Co.uncilmember Zimmerman and seconded by Councilmember Beyer to direct
staff to inifiat~ an attorney-approved public bid process.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer and
Beahen. Votigg No: None. Absent: CouncilmemberPeterson.

Case g7: Easement Acquisition

City Adminisa'ator Schroeder stated that we were going to put utilities under Highway g47
for the Super&merica project; however, City Engineer Jankowski has determined that
going up the Wad some is a better way to go. He has negotiated an easement from Blue
Velvet Car Wash at $1.00 per square foot. He feels this is a fair price so we are asking to
enter into the l~urchase.

Councilmember Zimmerman inquired if the City didn't have an easement.

Mr. Schroede~ replied that it was going to be in the right-of-way but Mr. Jankowski has a
problem with ~e construction project tying up the intersection.

Councilmembler Beyer inquired if the only reason is so that the intersection isn't torn up
and traffic is slowed.

Finance Committee/August 22, 1995
