I Il I I I I I I I I I I I I I I I I Councilmcmbcr ~ introduced the following resolution and moved for its adoption: RESOLUTION #95-09- RESOLUTION C~kLLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT IMPROVEMENT S PROJECT t~95-01 (SEALCOAT AND CRACK FILL RIVER'S BEND 2ND, AND PLAZ~A ADDITIONS) WHEREAS~ by a resolution passed by the City Council on September 12, 1995, ~e City Administrator was d~ected to prepare a proposed assessment of the cost of improvements to River s Bend 1st, 2nd, and Plaza Aklditions; and WHEREAS,:: the City Administrator has notified the City Council that such proposed assessment has been completed a~d filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOK~A COUNTY, STATE OF MINNESOTA, as follows: 1) That a publi~hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey Municipal Canter, to pass upon such proposed assessment and at such time and place all persons owmng propgrty affected by such improvement will be given an opportunity to be heard with reference to s~ch assessment. 2) That the City Administrator is hereby directed to cause a notice of the public hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. He shall also cause mailed notic~ to be given to the owner of each parcel described in the assessment roll not less than two weeks pr!or to the hearings. 3) That the owner of any property so assessed may, at any time prior to certification of the assessment by the County Auditor, pay the whole of the assessment of such property, with interest accrued to the date of p~yment to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The owner may at any time, thereafter, pay to the Ci.~y the entire amount of the assessment remaining unpaid, with interest accrued to December 31! of the year in which such payment is made. Such payment must be made before November 15~or interest will be charged through December 31 of the succ~ding year. The motion for the ~option of the foregoing resoIution was duIy seconded by Councilmember and upon vote being I~aken thereon, the following voted in favor thereof: FOR 1ST, and the following voted against the same: and the following were absent: and the following absiained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 12th day of September, 1995.
