I '1 I I I I I I I I I I I I I I I I I Councilmember ~ introduced the following resolution and moved for its adoption: RESOLUTION //95-09- RESOLUTION C~LLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENTiPROJECT g95-04 (SEALCOAT AND CRACK FILL 153RD AVENUE N.W. FROM C.R. #5 TO C.R. #56) WHEREA.S? by a resolution passed by the City Council on September 12, 1995, the City Administrator was d~rected to prepare a proposed assessment of the cost of improvements to 153rd Avenue N.W. from County Road//5 to County Road #56; and WHEREAS~ the City Administrator has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection. NOW THEREFO~RE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOI~.,A COUNTY, STATE OF MINNESOTA, as follows: 1) That a public~ hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey Municipal C~nter, to pass upon such proposed assessment and at such time and place all persons owning pro~rty affected by such improvement will be given an opportunity to be heard with reference to ~ch assessment. 2) That the City Administrator is hereby directed to cause a notice of the public hearing on the proposed as~ssment to be published once in the official newspaper at least two weeks prior to the hearing, and ~he shall state in the notice the total cost of the improvement. He shall also cause mailed notic~ to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 3) That the owner of any property so assessed may, at any time prior to certification of the assessment by the Count~, Auditor, pay the whole of the assessment of such property, with interest accrued to the date of p~fyment to the City, except that no interest shall be charged if the entire assessment is paid within 39 days from the adoption of the assessment. The owner may at any time, thereafter, pay to the City the entire amount of the assessment remaining unpaid, with interest accrued to December 3 t of the year in which such payment is made. Such payment must be made before November 1~ or interest will be charged through December 31 of the succeeding year. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being ~taken thereon, the following voted in favor thereof: and the following vo[ed against the same: and the following were absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 12th day of September, 1995.
