I I I I I I I I I I I I I I I I I I I Councilmember ; introduced the following resolution and moved for its adoption: RESOLUTION //95-09- RESOLUTION CiALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT~ PROJECT #95-05 (SEALCOAT AND CRACK FILL NATURE VIEW ADDITION) WHEREA~, by a resolution passed by the City Council on September 12, 1995, the City Administrator was ~rected to prepare a proposed assessment of the cost of improvements to Nature View Addition; and WHEREASi the City Administrator has notified the City Council that such proposed assessment has been completed ~d filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOI{A COUNTY, STATE OF MINNESOTA, as follows: 1) That a publi~ hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey Municipal C~nter, to pass upon such proposed assessment and at such time and place all persons owning proplerty affected by such improvement will be given an opportunity to be heard with reference to luch assessment. 2) That the Cit~, Administrator is hereby directed to cause a notice of the public hearing on the proposed as~ssment to be published once in the official newspaper at least two weeks prior to the hearing, andlhe shall state in the notice the total cost of the improvement. He shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks p!ior to the hearings. 3) That the owner of any property so assessed may, at any time prior to certification of the assessment by the Coun~ Auditor, pay the whole of the assessment of such property, with interest accrued to the date of p~yment to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The owner may at any time, thereafter, pay to the C~ty the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15~ or interest will be charged through December 31 of the succeeding year. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being ~al~en thereon, the following voted in favor thereof: and the following voied against the same: and the following w~/e absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 12th day of September, 1995.: ATTEST: Mayor City Administrator
