I I I I I I I I Councilmembcr introduced the following resolution and moved for its adoption: RESOLUTION #95-09- RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT PROJECT ~95-07 (SEALCOAT AND CRACK FILL DELLWOOD HILLS) WHEREASi by a resolution passed by the City Council on September 12, 1995, the City Administrator was dkected to prepare a proposed assessment of the cost of improvements to Dellwood Hills; and WHEREAS,ithe City Administrator has notified the City Council that such proposed assessment has been completed agd filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOK~ COUNTY, STATE OF MINNESOTA, as follows: 1) That a publicihearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey Municipal Ce~hter, to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to sfich assessment. 2) That the Cit~ Administrator is hereby directed to cause a notice of the public hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and ,~e shall state in the notice the total cost of the improvement. He shall also cause mailed noticelto be given to the owner of each parcel described in the assessment roll not less than two weeks pri~r to the hearings. 3) That the owna. r of any property so assessed may, at any time prior to certification of the assessment by the Counts Auditor, pay the whole of the assessment of such property, with interest accrued to the date of pa~,ment to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The owner may at any time, thereafter, pay to the City the entire amount of the assessment remaining unpaid, with interest accrued to December 3 liof the year in which such payment is made. Such payment must be made before November 15 Dr interest will be charged through December 31 of the succeeding year. The motion for the adbpfion of the foregoing resolution was duly seconded by Councilmember and upon vote being thken thereon, the following voted in favor thereof: [ and the following voted against the same: and the following were absent: and the following abstained: whereupon said resol.~tion was declared duly passed and adopted by the Ramsey City Council this the 12th day of September, 1995. !
