Councilmember <br /> <br />RESOLUTIOI~ <br />PUBLIC HEA <br /> <br /> introduced the following resolution and moved for its adoption: <br /> RESOLUTION #95-09- <br /> <br /> DECLARING COST TO BE ASSESSED AND CALLING FOR A <br />RING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES <br /> <br />ON MUNICIIIAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, <br />STREET LIGHTING, RECYCLING CHARGES AND PENALTIES INCURRED) <br /> WHERI~AS, the City of Ramsey provides varying services that are billed directly to <br />residents througl~ the municipal utility bill and through invoices; and <br /> <br /> WHERI~AS, City of Ramsey Ordinance g94-13 allows for the certification of payments <br />that are delinquegt as of September 1; and <br /> [ <br /> WHEREAS, as of September 1, 1995 there was $98,526.31 in delinquent payments to <br />the City of Ram~y for varying services; and <br /> WHERItAS, the City Administrator has calculated the proper amount to be specially <br />assessed againstievery assessable lot, without regard to cash valuation, as provided by law, and <br />has on file in thelcity offices a copy of such proposed assessment for public inspection. <br /> [ <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY,i ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the amount to be assessed against property owners is declared to be $98,526.31. <br /> <br />2) That the lbrincipal of the assessments shall be for one (1) year, payable with property taxes <br /> payable iO 1996 and shall bear an administrative charge of $10.00 for each delinquent bill <br /> and shall lbear interest at the rate of 10.75 percent per annum from the date of the adoption <br /> of the asslessment resolution. <br /> That a p~blic hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the <br /> Ramsey Municipal Center, to pass upon such proposed assessment and at such time and <br /> place all tbersons owing delinquent payments will be given an opportunity to be heard with <br /> referencelto such assessments. <br /> <br /> That the City Administrator is hereby directed to cause notice of the public hearing on the <br /> proposed,!assessment to be published in the official newspaper at least two weeks prior to <br /> the heariflg, and he shall state in the notice the total cost of the delinquent payments. He <br /> shall als4 cause mailed notice to be given to the owner of each parcel described in the <br /> assessmeat roll not less than two weeks prior to the hearings. <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />That the Owner of any property so assessed may, within 30 days from the adoption of the <br />assessment, pay the whole assessment without interest charges accrued. Payments <br />received ~ter the 30 days will be refused and the assessment will be certified to the County <br />Auditor f6r the specified period of one year. <br /> <br />The motion for ~e adoption of the foregoing resolution was duly seconded by Councilmember <br /> and gpon vote being taken thereon, the following voted in favor thereof: <br /> <br /> <br />
