Councilmember RESOLUTIOI~ PUBLIC HEA introduced the following resolution and moved for its adoption: RESOLUTION #95-09- DECLARING COST TO BE ASSESSED AND CALLING FOR A RING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON MUNICIIIAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET LIGHTING, RECYCLING CHARGES AND PENALTIES INCURRED) WHERI~AS, the City of Ramsey provides varying services that are billed directly to residents througl~ the municipal utility bill and through invoices; and WHERI~AS, City of Ramsey Ordinance g94-13 allows for the certification of payments that are delinquegt as of September 1; and [ WHEREAS, as of September 1, 1995 there was $98,526.31 in delinquent payments to the City of Ram~y for varying services; and WHERItAS, the City Administrator has calculated the proper amount to be specially assessed againstievery assessable lot, without regard to cash valuation, as provided by law, and has on file in thelcity offices a copy of such proposed assessment for public inspection. [ NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,i ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the amount to be assessed against property owners is declared to be $98,526.31. 2) That the lbrincipal of the assessments shall be for one (1) year, payable with property taxes payable iO 1996 and shall bear an administrative charge of $10.00 for each delinquent bill and shall lbear interest at the rate of 10.75 percent per annum from the date of the adoption of the asslessment resolution. That a p~blic hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey Municipal Center, to pass upon such proposed assessment and at such time and place all tbersons owing delinquent payments will be given an opportunity to be heard with referencelto such assessments. That the City Administrator is hereby directed to cause notice of the public hearing on the proposed,!assessment to be published in the official newspaper at least two weeks prior to the heariflg, and he shall state in the notice the total cost of the delinquent payments. He shall als4 cause mailed notice to be given to the owner of each parcel described in the assessmeat roll not less than two weeks prior to the hearings. 3) 4) 5) That the Owner of any property so assessed may, within 30 days from the adoption of the assessment, pay the whole assessment without interest charges accrued. Payments received ~ter the 30 days will be refused and the assessment will be certified to the County Auditor f6r the specified period of one year. The motion for ~e adoption of the foregoing resolution was duly seconded by Councilmember and gpon vote being taken thereon, the following voted in favor thereof:
