Through i the sale of bonds 'in 1987, the City has provided funds for certain site improvements, ipcluding ponding for storm water management, soil correction, landscaping, fencing, securityf lighting and site grading within the Development District. The City has made public improvements in the form of streets and an extension of water and sanitary sewer to a portion of the D4velopment District designated foi industrial development. In addition, the City constructed a w~ll and water storage facility within the Development District for public use, primarily servin~ properties within TIF District No. 2. Thc City, plans to construct improvements of Front Street within TIF District No. 4, including storm ,drainage, sanitary sewer, and water improvements. In addition, the City will fund site improvements for a commercial development (Anoka/Ramsey Sports Center) within TIF District No. 4. Within T~ District No. 1,. the City will fund park improvements in the River's Bend development, an¢~ site improvements associated with the Rum River Terrace Apartments. The Cityifurther plans to fund extension of water and sewer for residential development within TIF District No. 5, with costs paid by special assessments and tax increment. In addition, the City plans t0} fund site improvements (ParaBody, Inc.) and streets and utility construction, within TIF Distr~ct No. 2. The City lalso plans to provide funding for the improvements of the extension of City water and sewer and s~eet improvements for residential and commercial development to the property to be developed a~ Sunfish Square Addition. The City may also provide funding for future improvements toithe utility systems located in this district. These improvements are intended to be funded by both s~ecial assessments and Tax Increment Funds. The City lplans to provide for the improvements of City water and sanitary sewer, street improvements, a~d storm sewer improvements to the industrial property located within the District. In addition, thene improvements will include the construction of wells and elevated storage facilities. D. Environmental Controls. It is antic~ipated that no development within the Development District will present major environmental co~ncems. All City actions, public improvements and private development will be carried out in a manner which will comply with applicable environmental standards. E. Open SPace to be Created. Any open, space within the Development District will be created in accordance with the development controls of the City. F. Public F, acilities to be Constructed. Public fad'ilities constructed within the Development District will be financially feasible and compatible with ithe City's long range development plans.
