The City anticipates that no relocation will be necessary but accepts responsibility for providing for rilocation pursuant to §469.133 of the Act. If relocation is necessary, provisions will be made inlaccordance with M.S. §117.50 through §117.56, inclusive. J. Administration of Development District. Maintenance and operation of the public improvements will be the responsibility of the Administrator cfi Development District No. 1. Each year the Administrator will submit to the City Council the m~ntenance and operation budget for the following year. The Administrator will administer the Development District pursuant to the provisions of §469.131 of the Act provided, however, that s~ch powers may only be exercised at the direction of the City Council. No action taken by the Adi'ninistrator shall be effective without authorization by the City Council. The Cit~ does not anticipate the need to create an advisory board to advise the City Council on the planning~ construction or implementation of the activities and improvements outlined in the Development D~strict Program. · · K. Rehabilitation. Ownerslof properties within Development District No. 1 may be encouraged to rehabilitate their properties i to conform to the applicable state and local codes and ordinances, as well as any design standar~ts implemented by the City. Owners who purchase property within the Development D~ strict from the City may be required to rehabilitate their properties as a condition of sale. The City ~nay provide such rehabilitation assistance as may be available from federal, state or local sources. ' L. Descril~tion of Development District. Lists of[the properties included within Development District No. 1 were attached to the Program docur~ents adopted on August 27, 1985, June 30, 1986, March 29, 1988, and further additions were! described in the Program modification approved December 13, 1994. The September 12, ~995 modification does not change the boundaries of Development District No. 1. These lists are iiacorporated herein by reference.
