I I I I Councilmember 5 introduced the following resolution and moved for its adoption: RESOLUTION #95-09- RESOLUTION APPROVING A MODIFIED DEVELOPMENT PROGRAM FOR DEVELOPME~qT DISTRICT NO. 1 AND A TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 6 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, IANOKA COUNTY, STATE OF MINNESOTA: Section 1. Recitals. 1.01. 1.02. 1.03. 1.04. Tl~e City of Ramsey (City) approved the creation of Development District No. 1 (l~,evelopment District) and adopted a program (Program) for the Development D!strict in accordance with Mn Stat., §469.124 through §469.134 (Development District Act) on August 27, 1985. The City modified the Program for Development District No. 1 on June 301 1986, Ai~gust 12, 1986, June 9, 1987, August 11, 1987, March 29, 1988, April 26, 1988, July 26, 1988, November 14, 1989, April 24, 1990, July 31, 1990, March 8,:1994, and December 13, 1994. Tl~.e City has determined a need to modify the Program for the Development District .a~d to establish a Tax Increment Financing District No. 6 (TIF District) and a Tax In~ement Financing Plan (Plan) therefore, pursuant to the Development District Act and Mn Stat., §469.174 through §469.179 (TIF Act). The City has authorized the preparation of a modified Program and a Plan, both of which are contained in a document entitled "Modified Development Program, Development District No. 1, and Tax Incremeht Financing Plan, Tax Increment F~ancing District No. 6, City of Ramsey, Minnesota," dated August 8, 1995. 1.05. The modified Program and the Plan were, in accordance with the Development District Act and TIF Act (collectively, Acts), referred to the Ramsey Planning Cbmmission, which found that they conform to and are not in conflict with the g~neral plan for the development of the City as a whole. 1.06. 1.07. Section 2. 2.01. sC~hPies of the modified Program and the Plan have been forwarded to Independent ool District No. 11 and to Anoka County along with a notice of the public h~ing as required by the Acts. The City Council has fully reviewed the contents of the modified Program and the Plgn and on this date conducted a public hearing thereon at which the views of all interested persons were heard. Fii~dings; Development District. i~n e City Council finds that the modified Program for Development District No. 1 is ended, and in the judgment of the Council, its effect will be to provide an impetus for commercial and industrial development in the City, increase er~ployment, and otherwise promote the public purposes and accomplish the ol~jectives as specified in the modified Program.
