CASE# /~ <br />REQUEST FOR A TEMPORARY DWELLING MOVING PERMIT; <br />CASE OF AMERICAN FAMILY INSURANCE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />American Family Insurance has applied for a temporary Dwelling Moving Permit (DMP) to <br />provide tempora~ living quarters for the George Grabrick family at 7731 172nd Lane N.W. while <br />their home is beiog repaired. The week of September 5, the Grabrick home incurred fire damage, <br />is not livable and the insurance company is seeking approval to move a mobile home on the lot <br />until the home iL repaired. The site location map and proposed Dwelling Moving Permit are <br />enclosed for you~, information. <br /> <br />Notification: <br /> <br />City Code does nbt require a public hearing for a Dwelling Moving Permit. <br /> <br />Observations: <br /> <br />The mobile home is approximately 1,000 square feet in size and will be placed on the subject <br />property in a location that facilitates easy connection to on site well and septic services. <br /> <br />The Planning Commission reviewed the application on September 11 and recommended an April <br />30, 1996 expiration date to allow for any delays caused by winter weather and weight restrictions <br />on haul roads ne~t spring. A clause was added to the permit to establish a process for seeking <br />extensions to the permit, although it was agreed that the City would not be obligated to approve an <br />extension. The Oommission also recommended requiring a $500 financial guarantee to ensure <br />timely removal ot~ the mobile home from the property. <br /> <br />For the Council'siinformation, City Code has no provisions allowing for the use of mobile homes <br />on a temporary bSsis in emergency situations like this, nor does it have an expeditious process for <br />the applicant to gain approval of a permit for a temporary mobile home without calling costly <br />special meetings.' <br /> <br />RecommendatiOn: <br /> <br />City Staff is recommending approval of the temporary permit for a temporary mobile home on the <br />subject property, i Also, Staff is recommending that a policy be established or that City Code be <br />amended to ?stablish that City Staff may administratively issue permits for temporary structures in <br />emergency s~tuatiOns. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/d. eny the application for a temporary Dwelling Moving Permit to place a mobile <br />home at 7731 172nd Lane N.W. 6~19'7 <br />-and <br /> <br />Motion to:: <br />Direct Cit~ Staff to draft a POLICY or QRDINAN¢-~ to establish a procedure for the use of <br />temporary!structures in any district in the event of disaster. <br /> <br />Review Checklist:i <br /> <br />City Administrator <br />Building Official <br /> <br />CC: <br /> <br />9/12/95 <br /> <br /> <br />
