REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF CARBON PRODUCT TECHNOLOGY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />CASE <br /> <br />Background: <br /> <br />Dennis of!Sharp <br /> Sharp , and Associates has been contracted by Carbon Products Technology to <br />construct a machine shop for them on Lot 3, Block 1, Ramsey Business Park 95. The property is <br />located in the northwest comer of the intersection of McKinley Street and Uranium Street. The site <br />will have access ~,nto both Uranium and McKinley streets. <br /> <br /> a) Site location map- Business Park 95 & Carbon Product Technology parcel <br /> b) Si[e plan <br /> c) City Staff review letter dated August 31, 1995 <br /> d) Pr~. posed development permit <br /> <br />Notification: <br /> <br />Site plans are not~ required to be subjected to public hearings. In addition, the surrounding parcels <br />are within the plat of Business Park 95 and owned by the City. Therefore, no notice of the <br />pending developCent to adjacent parcels was necessary. A copy of the site plan was submitted to <br />the Anoka County Highway Department. . <br /> <br />Observations: .- <br /> <br />The building is proposed to be 10,000 square feet in size. Three of the walls will be constructed of <br />rock face concre~ block and the loading dock wall will be smooth face concrete block, which is in <br />compliance with .City Code. <br />The proposed pr~oject meets City Code requirements for lot coverage, setbacks, architectural <br />standards, landscaping, screened waste storage, and paved and curbed off-street <br />customer/employee parking spaces and loading areas. In an effort to protect the City's investment <br />in both the plat of Business Park 95 and the individual sites in the plat, City Staff recommended <br />that the landscaplkl areas be developed with irrigation systems andthat any mechanical units on the <br />roof be screene~ or color matched to the roof. At their meeting on September 5, the Planning <br />Commission clarified that code does not require an irrigation system for landscaped areas nor color <br />matching or scrdening mechanical units on roofs. The applicant agreed that these items are of <br />benefit to the deJelopment and were a pan of the project plan prior to Staffs suggestion of them. <br /> <br />A Grading and Drainage Plan has also been submitted. Drainage is proposed to be conveyed <br />overland to a single point located at the northwest corner of the loading dock area where it is <br />proposed to be d!scharged down a sodded swale to Outlot A, a designated drainage easement in <br />Business Park 95. <br /> <br />Recommendation: <br /> <br />City Staff and ihe Planning Commission <br />compliance with i2ity Staff review letter. <br /> <br />recommend <br /> <br />site plan approval contingent upon <br /> <br />Council Action: <br /> <br /> Motion to: <br /> Approve/~eny the proposed site plan for Dennis Sharp & Associates for Carbon Product <br /> TechnolOgy on Lot 3, Block 1, Ramsey Business Park 95, contingent upon compliance <br /> with the City Staff review letter dated August 31, 1995. <br /> <br />Review Checklis$: City Engineer <br />CC: 9/12/95 <br /> <br /> <br />
