That the proposed use will not substantially adversely impair the use, enjoyment or market value of ~y surrounding property. That theiproposed use will be operated and maintained so as to be harmonious and appropria~te in appearance with the existing or intended character of the general vicinity and the propo~, ed use will not change the essential character of the area. That the groposed use will not be hazardous or disturbing to existing or future neighboring USES. That the ~roposed use will be served adequately by essential public facilities and services such as slkeets, police and f'u'e protection. That the proposed use will not create excessive additional requirements at public cost for public fa0ilities and services. That the Croposed use will not involve uses, activities, processes, materials and equipment and con~tions~' of operation that will be detrimental to any neighboring properties or persons by reason of excessive production of traffic, noise, or odors. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember ~ and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said -resolution was declared duly adopted by the Ramsey City Council this the ~ day of September, 1995.
