FOLLOW UP TO CONSTRUCTION WORK HOURS i By: Zoning Administrator Sylvia Frolik Background: ISSUE Ramsey's City Code restricts constructions work hours to 6:00 a.m. - 10:00 p.m. At the July 25 Council meeting, City Staff advised City Council that a complaint had been received reg~ding construction contractors beginning work prior to 6:00 a.m. That complaint wu accompanied by a survey of several metro communities and revealed that many cities rdstrict construction work hours to 7:00 a.m. - I0:00 p.m. At that meeting, Council declined to amend the City Code to restrict construction work hours to 7:001a.m. based on the need for contractors to get an early start on the extremely hot summer ~ays, the affect of the varying weather conditions on the length of the construction ~.eason in Minnesota, and the minimal number of complaints that have been received to d~te regarding the 6:00 a.m. start time Observations: Subsequent t6 the July 25 Council meeting, Mr. Ed Juskiewicz submitted a petition signed by 42 househblds supporting the request to amend construction work hours to 7:00 a.m. to 10:00 p.m. The following items are enclosed for your information: a) Survey results b) Petition dated August 3, 1995 Notification: Mr. Ed Juski~wicz, the complainant in this case, the households listed on the petition, and contractors licensed to do work in Ramsey, were notified that this. case would be on the September 12i 1995 Council agenda. Recommendation: Will be based on your discussion. In the event City Council is now inclined to amend construction v~ork hours, an ordinance is enclosed for their consideration and introduction.
