Sehroeder, City Administrator Background: On January~ 13, 1995, Council authorized filling the position of Assistant to the City Administrator. It was advertised with a starting wage of $31,000 to $40,000. The most recent incurhbent was at $38,546 with Class 16 starting at $35,919. On March ~8, 1995, Council authorized negotiating a starting wage up to $38,500. An offer was mb. de and accepted but subsequently the candidate accepted a different position. On April 1 li 1995, Council authorized filling the Senior Accountant position. In turn, staff requested a ]three to four month deferment on the Assistant position to analyze possible efficiencies igained from filling the Finance Department position. On May 9, ~995, Council made a job offer on the Senior Accountant position. Diana Lund started in this position June 1, 1995. On July 11,4995, staff requested filling the existing vacancy as an administrative assistant level position. Proposed was a Class 8 position with a wage range of $20,101 to $29~132. Council reich:ted this proposal in favor of a higher level position. At this point 1) 2) 3) 4) there appears to be the following options to deal with this vacancy: Do not fill Fill existing position as is Fill altered position a. Department Head level b. Administrative Assistant level Contract for services I mention the contract (#4) in that Anoka is losing their Personnel Director to retirement. We could jolntly fill the position as a personnel resource for both communities. I believe, however, that this would be somewhat unwieldy and perhaps no less expensive than other alternatives. :iIt might be a good short-term alternative, however. The "do not fill" alternative is One I believe Council has already chosen not to go with. The Administrat~e Assistant level I believe Council also rejected in July. That leaves either filling the position as it is currently configured or alter it somewhat. Attached is the job posting, job advertisement, and the rating sheet used when the position was advertis~C, xl last February. I have also attached Stanton Class VI wages for similar positions for!wages payable in 1995. The 1994 -11995 wage range for Class 16 is $35,919 to $52,057. The midpoint is $43,988. Th~ Senior Accountant in Class 13 was just hired at $34,000 with a Class range of $28,893 tO $41,873 (midpoint of $35,383).
