Hart, Finance Officer <br /> <br />Background: <br /> <br />1996 Budget DiScussion <br /> <br />On Friday, September 8, 1995, a meeting regarding balancing the 1996 Proposed General Fund <br />Budget was helg with Department Heads and supervisors. The information discussed at this <br />meeting was the isame information contained in this case as Exhibit A. Included in this information <br />were recommentiled adjustments to balance the General Fund budget utilizing a tax estimate which <br />maintains a tax ~pacity rate close to the 19.551 rate for 1995. <br />Recommendations, if any, that result from the meeting with Department Heads and supervisors, <br />will be distribut&t and discussed at the Finance Committee meeting. <br /> <br />Proposed 1996 Payable Tax Levy <br /> ? - <br /> <br />In an attempt to recognize fees and taxes that property owners will be confronted with in 1996, we <br />prepared the following analysis, which includes annual costs of programs that are currently billed <br />or are going to b~, billed to residential properties in 1996: <br /> <br /> DireCt Charges (via utility bills): <br /> Pti.'ority Street Light Billing $ 9,858 <br /> Curbside Recycling Billing 58,000 <br /> <br /> Tax Levies (via property taxes): <br /> C~neral Fund Levy 1,320,050 <br /> D~bt Service Levy 9,780 <br /> R~hm River Drainage District Levy 28,000 <br /> <br /> TOTAL FEES AND TAXES - 1996 $ 1,425,688 <br /> <br />The direct charges, which total $67,858, are costs that had been paid for through the General Fund <br />tax levy or othertsources in the past, but are now being billed directly to the properties. Without <br />the direct billings these costs would most likely have been included in the tax levy and collected via <br />property taxes. : <br /> <br />The General Fua. d levy of $1,320,050, is the minimum amount necessary to balance the 1996 <br />General Fund Bu4:lget after incorporating the attached recommendations. <br /> <br /> ? · <br />The Debt Servic~ levy of $9,858.is $15,073 less than the 1995 levy which, in turn, provides the <br />General Fund wi~h additional levying power for 1996. <br /> <br />The Rum River Drainage District Levy of $28,000 is the result of actions taken to move forward <br />with the Section I22 Drainage Project. This is a one year levy for only those properties located <br />within the Rum River Drainage District and will not impact properties located in the Mississippi <br />Drainage District.! <br /> <br /> <br />
