Councilmemberi <br /> <br />RESOLUTION <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #95-09- <br /> <br />DECLARING COST TO BE ASSESSED AND CALLING FOR A <br /> <br /> PUBLIC HEARING ON PROPOSED ASSESS~ENT FOR PAST-DUE CHARGES <br /> ON MUNICIP~kL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, <br /> STREET LIGHTING, RECYCLING CHARGES AND PENALTIES INCURRED) <br /> WHEREAS, the City of Ramsey provides varying services that are billed directly to <br />residents through!the municipal utility bill and through invoices; and <br /> <br /> WHEREAS, City of Ramsey Ordinance gc)4-13 allows for the certification of payments <br /> that are delinquel~t as of September 1; and <br /> <br /> WHEREAS, as of September 1, 1995 there was $98,526.31 in delinquent payments to <br /> the City of Ramsay for varying services; and <br /> <br /> WHERE)AS, the City Administrator has calculated the proper amount to be specially <br /> assessed against ~every assessable lot, without regard to cash valuation, as provided by law, and <br /> has on file in the ~ity offices a copy of such proposed assessment for public inspection. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, IANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the mount to be assessed against property owners is declared to be $98,526.31. <br /> <br />2) That the Wincipal of the assessments shall be for one (1) year, payable with property taxes <br /> payable irj 1996 and shall bear an administrative charge of $10.00 for each delinquent bill <br /> and shall ~)ear interest at the rate of 10.75 percent per annum from the date of the adoption <br /> of the assessment resolution. <br /> <br />3) That a pu,blic hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the <br /> Ramsey 1~I~ unicipal Center, to pass upon such proposed assessment and at such time and <br /> place all gersons owing delinquent payments will be given an opportunity to be heard with <br /> reference to such assessments. <br /> <br />4) That the City Administrator is hereby directed to cause notice of the public hearing on the <br /> proposed ~tssessment to be published in the official newspaper at least two weeks prior to <br /> the hearin g, and he shall state in the notice the total cost of the delinquent payments. He <br /> shall also' cause mailed notice to be given to the owner of each parcel described in the <br /> assessment roll not less than two weeks prior to the hearings. <br /> <br />5) That the o ~vner of any property so assessed may, within 30 days from the adoption of the <br /> assessmertt, pay the whole assessment without interest charges accrued. Payments <br /> received a ?ter the 30 days will be refused and the assessment will be certified to the County <br /> Auditor fo_ the specified period of one year. <br /> <br />The motion for tlie adoption of the foregoing resolution was duly seconded by Councilmember <br /> and fipon vote being taken thereon, the following voted in favor thereof: <br /> <br /> <br />
