Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #95-09- RESOLUTIOI~ DECLARING COST TO BE ASSESSED AND CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON MUNICIPiAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET LIG _i~ITING, RECYCLING CHARGES AND PENALTIES INCURRED) WHEREAS, the City of Ramsey provides varying services that are billed directly to residents through!the municipal utility bill and through invoices; and WHERg. AS, City of Ramsey Ordinance/t94-13 allows for the certification of payments that are delinqueOt as of September 1; and WHEREAS, as of September 1, 1995 there was $98,526.31 in delinquent payments to the City of Ramsay for varying services; and WHERF. JAS, the City Administrator has calculated the proper amount to be specially assessed against ~very assessable lot, without regard to cash valuation, as provided by law, and has on file in the ~ity offices a copy of such proposed assessment for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,[ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the ~xnount to be assessed against property owners is declared to be $98,526.31. 2) i.. . That the pnnc~pal of the assessments shall be for one (1) year, payable with property taxes payable ir[ 1996 and shall bear an administrative charge of $10.00 for each delinquent bill and shall bear interest at the rate of 10.75 percent per annum from the date of the adoption of the assessment resolution. 3) That a public hearing shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey ~unicipal Center, to pass upon such proposed assessment and at such time and place all l~rsons owing delinquent payments will be given an opportunity to be heard with reference to such assessments. 4) That the (~ity Administrator is hereby directed to cause notice of the public hearing on the proposed assessment to be published in the official newspaper at least two weeks prior to the hearin~g, and he shall state in the notice the total cost of the delinquent payments. He shall also icause mailed notice to be given to the owner of each parcel described in the assessmetit roll not less than two weeks prior to the hearings. 5) That the OWner of any property so assessed may, within 30 days from the adoption of the assessmerlt, pay the whole assessment without interest charges accrued. Payments received after the 30 days will be refused and the assessment will be certified to the County Auditor four the specified period of one year. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and tipon vote being taken thereon, the following voted in favor thereof:
