Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #95-09- RESOLUTIONDECLARING COST TO BE ASSESSED AND CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON MUNICII~,3L UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET LIGHTING, RECYCLING CHARGES AND PENALTIES INCURRED) WHER[iAS, the City of Ramsey provides varying services that are billed directly to residents through the municipal utility bill and through invoices; and WHERI~ AS, City of Ramsey Ordinance ~94-13 allows for the certification of payments that are delinque~ t as of September 1; and WHEREAS, as of September 1, 1995 there was $98,526.31 in delinquent payments to the City of Rams{y for varying services; and WHEREAS, the City Administrator has calculated the proper amount to be specially assessed against ievery assessable lot, without regard to cash valuation, as provided by law, and has on file in the ~ity offices a copy of such proposed assessment for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,[ANOKA COUNTY, STATE OF MINNESOTA, as follows: [ 1) That the a~mount to be assessed against property owners is declared to be $98,526.31. 2) That the Principal of the assessments shall be for one (1) year, payable with property taxes payable ir~ 1996 and shall bear an administrative charge of $10.00 for each delinquent bill and shall bear interest at the rate of 10.75 percent per annum from the date of the adoption of the assessment resolution. 3) That a pu[~lic heating shall be held on Tuesday, September 26, 1995 at 7:00 p.m. at the Ramsey l~lunicipal Center, to pass upon such proposed assessment and at such time and place all ti~ersons owing delinquent payments will be given an opportunity to be heard with reference to such assessments. 4) That the Gity Administrator is hereby directed to cause notice of the public hearing on the proposed ttssessment to be published in the official newspaper at least two weeks prior to the hearin~g, and he shall state in the notice the total cost of the delinquent payments. He shall also Icause mailed notice to be given to the owner of each parcel described in the assessme~it roll not less than two weeks prior to the hearings. 5) That the Owner of any property so assessed may, within 30 days from the adoption of the assessmefl, t, pay the whole assessment without interest charges accrued. Payments received ai'ter the 30 days will be refused and the assessment will be certified to the County Auditor fol' the specified period of one year.
