Councilmember RESOLUTION PUBLIC HEAl introduced the following resolution and moved for its adoption: RESOLUTION #95-09- DECLARING COST TO BE ASSESSED AND CALLING FOR A ~ING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON MUNICIPAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET LIGHTING, RECYCLING CHARGES AND PENALTIES INCURRED) WHERF~AS, the City of Ramsey provides varying services that are billed directly to residents through!the municipal utility bill and through invoices; and WHERE~S, City of Ramsey Ordinance g94-13 allows for the certification of payments that are delinquer~t as of September 1; and WHEREIAS, as of September 1, 1995 there was $98,526.31 in delinquent payments to the City of Rams6y for varying services; and WHERE~S, the City Administrator has calculated the proper amount to be specially assessed against ~very assessable lot, without regard to cash valuation, as provided by law, and has on file in the ~ty offices a copy of such proposed assessment for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, iANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the amount to be assessed against property owners is declared to be $98,526.31. 2) That the p~ncipal of the assessments shall be for one (1) year, payable with property taxes payable i~l 1996 and shall bear an administrative charge of $10.00 for each delinquent bill and shall [?ear interest at the rate of 10.75 percent per annum from the date of the adoption of the assassment resolution. That a pu lic hearing shall be held on Tuesday, September 26, 1995 at 7'00 p m at the Ramsey Municipal Center, to pass upon such proposed assessment and at such nme and place all p~rsons owing delinquent payments will be given an opportunity to be heard with reference to such assessments. 4) That the (~ty Administrator is hereby directed to cause notice of the public hearing on the proposed Sssessment to be published in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the delinquent payments. He shall also [cause mailed notice to be given to the owner of each parcel described in the assessmen~t roll not less than two weeks prior to the hearings. 5) That the owner of any property so assessed may, within 30 days from the adoption of the assessmeqt, pay the whole assessment without interest charges accrued. Payments received after the 30 days will be refused and the assessment will be certified to the County Auditor fo~ the specified period of one year.
