The difference between the <br />feasibility report and the low bid is attributed to the same high qround <br />water table a~d a different configuration of the proposed utility system <br />that was developed through the process of fina~ design to avoid major <br />impacts on a ~umber of large underground utilitles currently in place. <br /> <br />Based on our review of the bids and the merit of the low bid we <br />recommend award to Bonine Excavating.
