Purchase/Development of Community Park north of 160th Lane (as well as Trott Brook) -
could be thought of as future priorities and the funds put towards developing Central and
Alpine Parks.

Commissioner Cook questioned the intent of this change and Mr. Schroeder replied that we should
purchase the property only to protect it from a developer.

Mr. Boos suggested addressing the import of these two areas in the narrative.

Chairperson Hetland asked how long it would take to get authorization for access off State
Highway//47 (for access to the future park north of 160th Lane).

Mr. Schroeder indicated that a corridor study involving MNDOT and Anoka County is currently
Under way and should be completed by year end. If access is approved by MNDOT after the
Study, it's a "slam dunk", but if not, it would be like "selling your first born child".

Commissioner Cook voiced concern that the Commission not be viewed as one that goes back on
what they've said in the past regarding improvements at Central Park versus funding for
neighborhood parks.

Motion by Chairperson Hetland and seconded by Commissioner Cook to forward the CIP and
narrative as amended to the Finance Committee.

Motion carried. Voting Yes: Chairperson Hetland, Commissioners Asfahl, Cook, Johns, LaMere.
and Skinner. Voting No: None. Absent: Commissioner Osbom.

Case #4: DISCUSS JOINT COUNCIL/COMMISSION MEETINGS

:Mr. Schroeder explained the purpose of the joint City Council and Park and Recreation
Commission meeting is to put Council back in touch with the Commission's intents and purpose.

Consensus of the Commission is to hold the joint meeting Thursday, September 14, 1995, at 8:00
p.m. following the regular Park and Recreation meeting. Should the Commission not complete the
agenda, the meeting will reconvene after the joint meeting. '

COMMISSION INPUT

ParksFOtilities Supervisor Boos updated the Commission on RFPs being issued for playground
:equipment at Fox Park.

He also updated the status of Riverdale and Rivenwick Parks indicating that paving of the existing
trail at Rivenwick is under way.

:Mr. Boos said that Phase I of Emerald Pond Park has been completed and the budget exhausted.
Phase II is scheduled to begin in the spring of 1996. A meeting with the residents in conjunction
with Phase II will be held. Mr. Schroeder suggested that Mr. Tauer attend this meeting to take
notes and get ideas from the residents.

Chairperson Hetland inquired about acquisition of further land along State Highway 4/47.

Park and Recreation Commission/August I0, I995
Page 4 of 5

I
I
I
I
I
I
I
I
.I
I
I

I
I
I
I
I
I
I
I
