Voting No: None. <br /> <br />Case gg: Request for Site Plan Approval for a SuperAmerica Facility; <br /> Case of Fayette Funding <br /> <br />Zoning Administrator Frolik stated that Fayette Funding, or SuperAmerica, has applied for <br />site plan apprqval to construct and operate a SuperAmerica facility with accessory car wash <br />at the comer of C.S.A.H. #116 and T.H. #47. The development includes a 3,520 square <br />foot accesso~ car wash. The facility will be served by municipal water and sanitary <br />sewer. Access will be derived from a private service road to be developed along the west <br />property line Of this River/47 Plaza plat, thereby eliminating any need for direct access onto <br />#47 or #116 fl'om the three lots in the plat. The proposed development is in compliance <br />with City Cod~ as far as lot coverage, setbacks, architectural standards, improved off-street <br />parking and maneuvering areas, lighting, and waste storage. Ms. Frolik explained that <br />City Code doe!s require a 20-foot wide landscaped yard adjacent to public roads. Although <br />the landscapir~g plan provided is acceptable as far as planting materials and locations, the <br />years along #g7 and #116 appear to be deficient of this 20-foot requirement. Mr. Van <br />Tassel of Fayette has stated that this requirement would be met. She pointed out that the <br /> ' ° <br />C~ty Eng~neerihas requested the submittal of a grading and drainage plan that shows grades <br />and contours'~and provides for a detention pond to collect the runoff and provide for <br />sedimentation !and skimming prior to discharge into the wetland. <br /> <br />Mr. Victor SaCco, representing SuperAmerica, stated they are looking forward to working <br />with the community and offered to answer any questions Council/Staff may have. <br /> <br />CouncilmemlSer Peterson mentioned a City sign to which Mr. Sacco agreed to "explore" <br />with City Staff. <br /> <br />Motion by Cguncilmember Peterson and seconded by Councilmember Zimmerman to <br />approve the p~posed site plan for SuperAmerica contingent upon compliance with the City <br />Staff review letter dated June 1, 1995 and entering into a development agreement with the <br />City. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #10: 'Request for a Conditional Use Permit to Expand the Grace <br /> 'Community Bible Church Facility in the R-1 Rural Residential <br /> 'District; Case of Grace Community Bible Church <br /> <br />Zoning AdmiNistrator Frolik informed the Council that the Grace Community Bible Church <br />is proposing ~o construct a 3,600 square foot addition to their church facility at 6341 - <br />167th AvenuelN.W. Churches are not a permitted use in the R-1 Rural Residential District; <br />therefore,, the ~' hurch is at this location in the first place by the issuance of a conditional use <br />penmt. She pointed out that any time a CUP desires to expand, another CUP should be <br />applied for and obtained. She added that Pastor Barrows is present to answer any <br />questions. <br /> <br />Motion by Cogncilmember Zimmerman and seconded by Councilmember Peterson to adopt <br />Resolution #95-06-132 adopting Findings of Fact g0378 relating to a request for a <br />conditional us~ permit to expand a church facility in the R-1 Rural Residential District. <br />Motion card.ed.
