I <br /> I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Schroed~r affirmed that there would be an informal review done in the interim before <br />the year is ov~er. <br /> <br />This case was for informational purposes only. <br /> <br />Case #3: Appoint New Fire Fighter <br /> <br />Fire Chief Kqpler advised that City Council authorized the hiring of one evening fire fighter <br />at their meet|ng on June 13, 1995, therefore, he requested that the next eligible evening <br />responder, Mr. Richard Helgeson, be offered a position as an evening responder with the <br />Ramsey Fire~ Department. He noted that Mr. Helgeson is not a resident of Ramsey, <br />however he i~:s well within the 9-minute responder time (he lives in Anoka near Food-N- <br />Fuel). Mr. H~elgeson has been on the list for quite some time, and the interest is still there. <br />Mr. Kapler re, ported that the department will be losing another night person this fall, along <br />with another ~ay person who will need to be replaced. <br /> <br />Mayor Hardin inquired as to what the policy has been in the past regarding residency. <br /> <br />City AdminiStrator Schroeder replied that they have to be within the 9-minute response time <br />(work or residence). <br /> <br />Mr. Kapler added that there is presently one fire fighter in the department who lives out of <br />the city. He gxplained that response time is the key, and that would include all residents <br />also. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to recommend that <br />Council offe~ the position of Volunteer Fire Fighter to Richard Helgeson, contingent upon <br />acceptable results of physical examinations and tests. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer and Beahen. Voting <br />No: None. Absent: None. <br /> <br />Case #4: Community Oriented Policing Program <br /> <br />City Admini~,trator Schroeder reported that it is in the staffing plan for an additional police <br />officer in 1~97. Mr. Schroeder explained that the Police Department applied to the <br />Department ~f Justice through the COPS Fast Grant Program and received an additional <br />officer who starts September 1, 1995, and they now would like to apply for another officer <br />for 1997. He stated that Staff will not be asking for another officer out of the regular <br />budget for 1996, but reiterated that they do plan on asking for one in 1997 so this would <br />help. Mr. Si:hroeder advised that even if the City is offered an officer through this <br />program, the City Council does not have to accept. <br /> <br />Mayor Hardin inquired whether the officer would start in September 1996 in anticipation of <br />1997, similar!to the one starting in September 1995. <br /> <br />Mr. Schroecle!' replied that the application will be for 1997. <br /> <br />Motion by M~tyor Hardin and seconded by Councilmember Beahen to recommend that City <br />Council diredt Staff to research the Cops Fast Grant Program and submit an application for <br />an officer for, 1997. <br /> <br />Personnel <br /> <br />Committee/July 11, 1995 <br /> Page 3 of 4 <br /> <br /> <br />
