While strong public sentiment has precluded state and local officials from approving tax <br />increases, the derhand for high quality public services continues to grow. In an effort to discuss <br />opportunities for afldressing the fiscal challenges 'we all face, we. wouM like to invite you and your <br />colleagues to a public forum on Monday, October 9, 1995. The public forum will be held from. <br />6:30 p.m. to 9:30~.m, in the Andover City Hall Council Chambers. The Andover City Hall is <br />located at 1685 Cr0sstown Blvd. NW in Andover. <br /> <br />The purpose of our iregional forum is to unite all elected and senior administrative officials from our <br />counties, cities, townships and school districts for the purpose of discussing our common goals. A <br />portion of the pul~lic foam will focus on opportunities for intergovernmental cooperation and <br />collaboration as a means of improving the efficiency of our public services. This forum will also <br />give local officials ~m opportunity to let us know what the state can do to assist you in your effort <br />to improve the qu~, lity and efficiency of the services you deliver. <br /> <br />The public forum' will be facilitated by Jim Gelbmann, Executive Director of the Board of <br />Government Innovation and Cooperation. This state Board was created by the 1993 Legislature to <br />promote intergove ,rfimental cooperation and innovation in the delivery of public services. Jim will be <br />on hand to inform local officials about the various programs of the Board. <br /> <br />The programs of th$ Board of Government Innovation arid Cooperation are designed to empower local <br />officials to develop more efficient and effective ways to achieve desired public policy outcomes. For <br />example, the Board has a relatively simple proces.s for waiving state administrative rules and <br />procedural laws tha! may impair the ability of local officials to administer their programs in the most <br />effective and efficient manner possible. Jim will share with us the results of several of the projects <br />the Board has sponsored in other areas of the state. If you have questions about the forum, please feel <br />free to contact Jim ',at (612) 282-2390. <br /> <br />We have enclosed a draft agenda for your review. Please feel free to extend an invitation to all <br />senior administratiCe officials from your jurisdiction.
