I <br />il <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br /> CONSIDEtt AUTHORIZATION OF IMPROVEMENT PROJECT g95-14 <br /> SANITARY SEWER, WATERMAIN, STORM SEWER AND <br />STREET II~{PROVEMENTS TO SERVICE THE HAUBRICH ADDITION <br />By: Steve Jankowski, City Engineer <br /> <br />Notification:', <br /> <br />The benefitted ,~ix properties of the Haubrich Addition who will be assessed if this project <br />is authorized Mve been notified of this case being on this evening's agenda. <br /> <br />Background: <br /> <br />On April 25, 1995, a petition was presented to the Council by two of the five property <br />owners, representing three of the six properties in the Haubrich Addition, for the <br />installation of City sewer and water and subsequent urban standard street restorations. On <br />July 11, 1995, ia public hearing was held subsequent to the preparation of a feasibility <br />study outlining ithe improvements, their costs and financing. <br /> <br />As required by ~Ramsey City Charter, Section 8.4, the City has waited the required 60 days <br />from the publia hearing date. During this time, the City has received a petition, signed by <br />owners of 50 p~rcent of the property, in opposition to the proposed project. The City. has <br />also received a~.other petition signed by owners of 50 percent of the property in favor of the <br />project. All th{ petitions have been attached to this case. In accordance with Section 8.4 of <br />Ramsey City C~arter, the City may proceed with the project. <br />Should the Cou~gcil decide to authorize this project, staff would recommend that the project <br />be designed an~ constructed through a change order to Barborossa, Inc. This contractor <br />has already be.~n retained to place the watermain improvements down 151st Avenue in <br />conjunction w!th Project #95-13. The unit prices used would be those previously <br />competitively bid on Projects #95-13 and g95-17. This would have the advantage of <br />subjecting the rteighborhood to construction activities only once and minimizing the areas <br />of construction {disturbance. <br /> <br />Recommendation: <br /> <br />Staff recommeods adoption of the resolution ordering Project g95-14 since it is consistent <br />with the long-tgrm planning for the area and is supported by 50 percent of the benefitted <br />properties. <br /> <br />Council ActiOn: <br />Motion to adopt Resolution gO5-0~- ordering Improvement Project 6t95-14. <br /> <br />Reviewed by: <br /> <br />City Engineer <br /> <br />CC: 09/26/95 <br /> <br />Copies also distributed to: <br /> <br />/]mt <br /> <br /> <br />
