I I I i I I I I I I I I I I I I I I I CASE # AMEND SNOWMOBILE ORDINANCE 6.04.01 By: Police Chief Mike Auspos Background: During the summer, there were two meetings held to discuss the snowmobile ordinance and problems with sn_~wmobiles in the City. One of the items discussed was an ordinance in Ham Lake that providds for sanctions against the owner of a snowmobile by presuming that owners have given permission, and will be held responsible for any violations committed by the oplerators of the machines. : I have reviewed tliis portion of Ham Lake's ordinance and put it into a draft form for Ramsey. At the time this cas~ was prepared, I have been unable to reach Ham Lake's City Attorney to determine the his~ry and precedents of this ordinance and their City Administrator told me that this was new last seasCn and no permits have yet been issued. During the discussion at the meetings we held, the concept received much interest and it does perhaps have men~t. At this time, I am requesting that the amendment be introduced for discussion and considerationi Enclosed with thiS case is the draft ordinance amendment and a draft public hearing notice. Also enclosed is a lette~: from Micky Adams expressing her views on snowmobiling. She is a member of the Snowmobfl~ Committee. Notification: A copy of this ~ase sheet, the proposed amendment to the snowmobile ordinance, and a memorandum sta ~fing that the request is for Council to schedule a public hearing for October 24, has been sent to all the people who have attended the snowmobile committee meetings. Council Action; Motion to introduce the snowmobile ordinance amendment and schedule a public hearing for adoption of same ~or 7:00 p.m., Tuesday, October 24, 1995.
