I

!
I
I
I
I
I
I
I
I
I
I
I
I
I
I
!
I

Mr. Perry stated that his fhrn reviews every aspect of the development to ensure there will
be no problem!down the road.

Mr. Goodrich ~uggested that would be the case for a large development of say 100 lots or
so, but in this"
~case, there are no problems anticipated and, therefore, no legal fees. He
reiterated that this property is already platted and zoned and these conditions do not warrant
legal fees. ~

Mr. Perry again asked that Council not agree to this project.

John Haubrich_, 15156 Nowthen Boulevard N.W., Ramsey, stated that 100 feet of his
property "kind!of" belongs to the City - it's a drainage easement and cannot be built on.

City Engineer Jankowski suggested that could be vacated.

Steve Croteau :5939 - 151 st Lane N.W., Ramsey, stated that his land was also encumbered
by a drainage 4asement. That cuts down on available land for development and he inquired
if there would be any compensation due to that.

Mr. Jankowski reported that the City is looking to put a retention pond on Mr.
Juskiewicz's p,topeny where the bulk of the drainage easement is. The lots are extra deep
and can aceom~n~, orate the drainage easement.

Mr. Croteau iZ~quired about placing a shed in that area of his property and asked if that
drainage easement would prevent him from doing that.

Mr. Jankowsld responded that the drainage easement itself now prevents him from being
able to do that.:

Jim Green, 5858 - 151st Lane N.W., Ramsey, stated that all kinds of figures have been
quoted this evening. He commented that he looked at land down by 147th and the lots
there were going for about $35,000 to $42,000 per City lot. They virtually have no back
yards and they~ are building $200,000 homes there. The lots in the Haubrich Addition are
much more desirable and $35,000 to $40,000 seems to be pretty much in line. He
suggested it is ifime to move ahead.

Mayor Hardiniinquired of Mr. Schroeder and Mr. Goodrich if they are "comfortable" with
the numbers iff~ the appraisal to which they replied in the affzrmative.

Motion by Cogncilmember Peterson and seconded by Councilmember Beahen to adopt
Resolution g95-10-235 ordering Improvement Project g05-14 (Municipal sanitary sewer,
water extension, storm sewer, and street improvements to Haubrich Addition).

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen.
Voting No: C6uncilmembers Beyer and Zimmerman.

Case #2: [Water/Sewer Connection Requirements

City Administrator Schroeder stated that at the last meeting, Council briefly discussed
existing propekies receiving extensions to the water/sewer connection requirements. At
that time, Coqncil asked for some additional information. The Metropolitan Council's
policy is that Were be a two-year time frame for connection.
