The trade name will be The Lighthouse Grill <br />and Bar. At ithe time of application, the license holder is still Successful Concept <br />Development Inc.; however, the posted trade name has been changed from Big Shots to <br />Lighthouse G/~ill and Bar. Barnyard Entertainment President, David W. Curtis, has a <br />management agreement with SCD Inc. to manage at this time. <br /> <br />Secretary Colleen Rybak has forwarded to me the application for investigation. The <br />application appears to be in order with one exception (at the time this is written). Mr. <br />Curtis has indi~:ated in the application that he is the sole officer of Barnyard Entertainment <br />Inc. and has stated he will be the manager of the business. In my investigation, I learned, <br />however, that I~e has a panner and when I asked him directly about this, he acknowledged <br />that he does. [ told him that he would need to produce information concerning the role of <br />this partner in ~e business, especially in the financial disclosure area, and would also have <br />to advise us 6f the partner's full name and date of birth. I have not yet received this <br />information. <br /> <br />All other requirements have been satisfied, the fees are paid, and there is an insurance <br />binder form tO show intent to provide liquor liability insurance upon the granting of the <br />license. <br /> <br />If this license i';s approved, the Finance Department will calculate the pro-rata fee from date <br />of approval to,expiration date of June 30, 1996. Then SCD will be eligible for a pro-rata <br />refund on thei~ license fee paid for this license year. <br /> <br />I feel it is necessary that another matter be considered during this license discussion. On <br />the night of O~tober 6, 1995, an accident occurred at Ramsey Boulevard and the railroad <br />tracks in whic§ a vehicle operated by a drunk driver catapulted the railroad tracks and hit a <br />parked tractor; There were no injuries to the two occupants of the vehicle (both drunk) <br />however, durir~g the investigation of the incident, both claimed to have been drinking at the <br />Lighthouse. Both parties were twenty years old and both were very drunk. I have <br />subsequently learned from the mother of one of the two that her son told her that he <br />purchased the ialcohol himself at the bar and was not carded. She also stated to me, when <br />she came in tO the Police Department of her own accord to seek information, that her son <br />told her there Was a total of four or more underage persons present with him in the bar and <br />all were drinkigg. I examined the drivers license of the driver of the vehicle and his picture <br />certainly is bc~rderline as to age. His mother said that he looks, in fact, as young as his <br />drivers license' picture portrays him. Further, "street talk" has it that the client target of the <br />new operation: is a younger crowd. If this is so, in particular, and in any event otherwise, <br />it is extremely ~mportant that any on-sale liquor establishment have a strict policy of <br />identifying patrons before serving them alcohol. Further, they must also have a staff <br />trained in and~concerned with "cutting off" patrons who appear under the influence. The <br />officers' ret~orts indicate that both persons in the accident were extremely intoxicated and <br />the breath test ~f the driver was .20, twice the legal limit. <br /> <br /> <br />
