! <br />I <br /> <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />The Ramsey Plar~ning Commission conducted a special meeting on Tuesday, October 17, 1995 at <br />the Ramsey Mumcipal Center, 15153 Nowthen Boulevard N.W., Rarnsey, Minnesota. <br /> <br />Members Present: Chairperson David Bawden <br /> Commissioner Ben Deemer <br /> Commissioner Terry Hendriksen <br /> Commissioner Paul Holland (arrived at 6:40 p.m.) <br /> Commissioner Michael Terry <br /> Commissioner Bradley Thorud <br /> <br />Members Absent: <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Commissioner Charles LaDue <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />Chairperson Bawden called the special Planning Commission meeting to order at 5:30 p.m. <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Comm~issioner Deemer and seconded by Commissioner Terry to approve the agenda as <br />presented. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />and Thomd. Voting No: None. Absent: Commissioners Holland and LaDue. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: R~quest for Site Plan Review for an Expansion to Bjorklund Ready- <br /> ~ix <br />Zoning Administrator Frolik reported that Craig Bjorklund of Bjorklund Ready Mix has applied for <br />site plan review bf a 3,300 square foot expansion to his facility at 6100 Industry Avenue N.W. <br />The expansion Will partially enclose the cement tower and provide indoor space for boiler <br />equipment and rock and sand storage. The enclosure is crucial to Bjorklund's ability to operate <br />efficiently over' ~e winter months. Reviewing expansions of existing facilities allows the City an <br />opportunity to require that any deficiency in site improvements be brought into compliance with <br />current zoning cOdes. Ms. Frolik also explained there are extenuating circumstances wherein a <br />land exchange b~tween the City, the applicant, and his neighbor, Julian Johnson Construction, <br />have delayed devJclopment of the site plan. The required Certificate of Survey for this process has <br />not been prepare, yet the location and dimensions of property lines is crucial to preparation of a <br />site plan. There~re, City Staff recommends this particular site plan review case be processed in <br />two stages: the first stage, occurring this fall, will allow Mr. Bjorklund to construct the structure <br />that will enclose his operation, and the second stage will address the required site improvements <br />based on a currer/t site survey.
